Project Manager - Scheme Delivery Operations

Project Manager – Road Safety Engineering (EAST Region)

About the Role

National Highways is thrilled to offer an exciting opportunity for a Project Manager to join our Road Safety Engineering team in the East region.

As a Project Manager, you will take a key role in planning and delivering a portfolio of road safety projects aligned with the region’s five-year rolling capital programme. You will collaborate closely with regional road safety partnerships to develop and implement strategic road safety initiatives, fostering strong stakeholder relationships to ensure successful outcomes.

Your responsibilities will include:

  • Overseeing external consultants, ensuring high governance standards, quality assurance, health and safety, and technical compliance.
  • Managing financial reporting, risk assessments, and stakeholder engagement across the portfolio.
  • Ensuring strategic alignment with National Highways' objectives while maintaining excellence in project delivery.
  • Proactively driving road safety improvements and sharing best practices.

Key Responsibilities

  • Develop and maintain relationships with stakeholders, consultants, and colleagues to align on strategic and delivery objectives.
  • Review delivery performance, resolve complex issues, and prepare project business cases.
  • Manage programmes and finances, ensuring robust contractual controls and risk management.
  • Champion road safety enhancements and promote continuous improvement.
  • Evaluate risks, issues, and dependencies, developing and implementing solutions.

About You

We are looking for a Project Manager with the following experience and qualifications:

  • A qualification in engineering (licensed or prefer BSc/MSc) or substantial road safety delivery experience.
  • Proven portfolio/project management skills, with MSP, APM, or PRINCE2 qualifications being advantageous.
  • Experience in NEC contract management, with a strong understanding of project governance, standards, and compliance.
  • A solid grasp of relevant legislation, technical standards, and industry best practices.
  • Ability to build and manage relationships with internal/external stakeholders for collaborative success.
