Project Manager – IT Governance & Outsourcing

About the Role
The IT Governance & Outsourcing team at OSF defines ways of working to manage:
- IT-enabled **projects,
- data,
- budgets and expenses,
- contracts,
- vendors,
- and business continuity**.
We establish processes to advance:
- Demand management / project prioritization,
- Streamlined project delivery,
- Benefits tracking,
- Discipline around project/change management practices,
- Adherence to Enterprise Architecture and IT security best practices.
Responsibilities

Strategic Leadership
- Listen to internal customers and sponsors, driving strategy discussions, vision presentations, and complex project planning.
- Provide big-picture insight while optimizing efficiencies and value delivery.

Budget & Financial Oversight
- Create and manage project budgets (USD $100K–$5M).

Project Delivery & Governance
- Apply project management techniques and tools tailored to project context.
- Coordinate time zones, milestones, deadlines, and dependencies across multiple concurrent projects.
- Identify and break silos by building cross-functional relationships, both within IT and across the organization.

Stakeholder & Communications Management
- Develop clear change management plans, stakeholder communications, and training programs.

Vendor & Contract Management
- Manage external vendor relationships, including negotiating contracts, performance monitoring, and compliance tracking.

- Motivate team members, solve problems, and anticipate/manage risks.

- Embrace IT Governance processes, stakeholder management, and change management best practices.
Ideal Candidate
Must possess proven expertise in:
- Project management in complex international (for-profit, non-profit, or consulting) organizations.
- Project/change management certifications (highly valued).
- Experience with industry-standard frameworks (e.g., PMI, Agile, PRINCE2, etc.) for multi-project management (initiation → closure).
- Budget management (up to USD $5M), vendor oversight, risk/tender management, financial accountability.
- Matrix organization leadership with cross-functional/geographical IT system implementations.
- Proven change management and high-security governance track record.
