Allianz Quantity Surveying (NEC 4) – Strategic Pipeline Alliance (SPA) Project Costain, Anglian Water Region

About the Role

We are seeking an experienced Quantity Surveyor to join our Strategic Pipeline Alliance (SPA) team and provide commercial, contractual, and procurement leadership on one of England’s most ambitious water infrastructure projects. The circa 580km of large-diameter interconnector pipelines and associated infrastructure will require a seasoned professional to ensure timely and compliant contractual delivery, risk management, and cost optimisation.

Responsibilities

  • Commercial & Compliance Management

    • Lead and issue accurate, timely, and compliant notices, correspondence, and contractual documentation
    • Oversee compliance across all project activities, ensuring adherence to contractual obligations
    • Maintain registers for variations, delays, extensions of time, and claims—ensuring fair and consistent application of company policies
  • Strategic Commercial Guidance

    • Provide day-to-day project support with strategic counsel to technical and construction teams on risks, commitments, and critical project matters
    • Monitor and escalate commercial risks and opportunities to the Project Director / Commercial Manager promptly
    • Evaluate entitlements for extensions of time, loss & expense claims, or disputes regarding sub-contractor payments
  • Prognosis & Accounting

    • Assist in preparing monthly progress valuations and claims for completed work
    • Develop monthly cost reports, forecasts, and contract budget reports, underpinned by site visits and collaboration with the project team
    • Utilise Earned Value Management (EVM) and risk assessment processes for cost and schedule evaluation

  • Procurement & Subcontract Management

    • Fully account for procurement and management of all subcontracts—from order placement to final account settlement
    • Oversee all associated procurement activities, including OLTC (Outturn, Loadings, Time Contingency), financial analysis, and risk mitigation
    • Monitor and update the procurement plan, ensuring commercial comparisons and cost savings are maximised
    • Prepare, review, and finalise all subcontract documentation, including tender negotiations and return reports
  • Risk & Performance Optimisation

    • Review Value Management / Value Engineering (VM/VE) exercises to drive cost effectiveness and prevent overspending
    • Liaise with Costain’s Commercial & Client Teams to optimise project outcomes, leveraging collaborative planning and resource alignment
    • Liaise with third parties on contractual and financial matters to respond to collaborative and adversarial negotiations
  • Contract & Contractual Negotiations

    • Conduct pre-contract tender negotiations and produce tender reports where required
    • Serve as the official spokesperson for commercial advocacy with third parties, ensuring constructive review of process and reliefs

Key Requirements

Experience & Qualifications

  • Proven track record in commercial management, Quantity Surveying, contract administration, or related fields—ideally within the water sector
  • Deep expertise with the NEC (New Engineering Contract) form và allied forms and options (e.g., NEC V&D, NEC PRiSE)
  • Strong understanding of business systems, spreadsheet development, cost analysis, and programme evaluation
  • Experience with risk management frameworks (cost and schedule) and Earned Value Management (EVM)
  • Experience assessing claims, compensation events, and variations under NEC and similar contracts
  • Senior level responsibility demonstrated in managing project or programme delivery, including final accounts, contracts, and common terms

Professional Standards

  • Qualified Quantity Surveyor: Holding, attaining, or nearing completion of:
    • A relevant degree (e.g., Quantity Surveying) with RICS (Chartered Quantity Surveyor) or CMinstCES (Chartered Member of the Institution of Creed Management and Cost Engineers)
  • Full clean driving licence for site visits if required
