Job Summary

As Manager – Property Development, Construction & Project Delivery, you will oversee the end-to-end management of property development and construction projects for our world-class destination resort, including infrastructure, utilities, roads, and buildings. Your responsibilities span design integration, contractor coordination, field operations, schedule/budget management, and mitigating project risks to ensure timely, cost-effective, and high-quality execution.

This role requires expertise in construction coordination, document control, quick resolution of on-site issues, and maintaining strong alignment across design, operational, and technical teams. Safety compliance and efficient delivery to critical milestones are central to success.


Key Responsibilities

1. Project Leadership & Oversight

  • Lead the entire project lifecycle, from concept development through to facility handover, ensuring alignment with Universal vision, budget, and schedule.
  • Create and execute safe, fast-tracked, and coordinated construction programs with multiple moving parts, including sequencing, phasing, and critical path activities across infrastructure, utilities, attractions, technology, and operations.
  • Successfully set up and manage contractors, vendors, and engineering/technical designers to complete projects within financial and schedule constraints.
  • Collaborate with design teams to ensure constructability and operational readiness before construction begins, while maintaining quality standards.

2. Construction & Field Operations

  • Maintain hands-on coordination with contractors on-site, developing safe, efficient methodologies for task execution.
  • Lead supplier qualification, procure-to-pay processes (RFIs, shop drawings, submittals, pay applications, punch lists, etc.) and ensure all project documentation is controlled, organised, and compliant.
  • Ensure compliance with Environmental Health & Safety (EHS) policies—approve contractors’ safety plans, devise risk mitigation strategies, and enforce safety standards.
  • Manage project risks—proactively identify, resolve, and proactively mitigate issues to avoid change orders, claims, interfaces, or schedule delays that affect opening readiness.

3. Design & Technical Expertise

  • Partner with design, engineering, and operational teams to ensure design objectives are met while considering safety, cost, and constructability.
  • Select and manage engineering and technical designers, ensuring their work supports the project vision and finishes on time.
  • Organise and lead collaborative sessions to finalise design elements and ensure seamless transitions into construction phases.

4. Financial & Schedule Management

  • Deliver and maintain accurate financial controls, working closely with internal teams and contractors to trend and forecast budgets, avoid overruns, and adjust within scope.
  • Develop, uphold, and communicate to stakeholders a crystal-clear schedule that supports programme goals while predicting and accommodating risks like regulatory constraints, contractor changes, or supply chain delays.
  • Meet all UK construction, permitting, and compliance requirements—including CDM Regulations, environmental standards, and contracting frameworks like the UK NEC Framework—at every project phase.

5. Risk & Change Management

  • Proactively review, report, and mitigate construction or logistical risks that could impact schedule compliance, cost control, or opening commitments.
  • Lead internal communication to resolve obstacles across multiple stakeholder tiers, such as technical teams, commercial teams,, local authorities, or public agencies.
  • Anticipate interface challenges (e.g., between technical or operational stages) and resolve them to prevent delays, rework, or claims.

Requirements

Education

Professional Bachelor’s degree in Engineering (Civil, Structural, Building Services) or Construction Management, or a relevant technical or management field. A Master’s degree in related fields is highly desired.

Experience

  • Minimum of 5 years of senior construction/project management experience, preferably with 6–10 years involving large-scale infrastructure/development projects (with a track record of high-profile technical delivery).
  • Must have knowledge and experience of contractual requirements (i.e., interpreting contractor agreements, submittals, claims, and NEC regulations).
  • Knowledge of handling fast-track builds with complex stakeholder coordination (examples include hotel, entertainment, or infrastructure sites).
  • Hands-on experience of UK-specific construction contracting methodologies also useful.
  • Prior experience working with UK Government bodies/regulators or local authorities (such as safety compliance for construction) likely to be an asset.
  • Previous health, safety, and risk-related project roles desirable.

  • World-class communication and leadership skills, ability to clearly articulate initiatives and decisions to technical, commercial, and operational stakeholders across multiple territories.
  • Strong ability to anticipate and resolve problems in a fast-paced environment with many moving parts.
  • Strong understanding of MS Project, Bluebeam or similar CAD tools (not compulsory, but tools such as Microsoft Office Suite are a must).
  • Comfortable with high-intensity work environments, long hours, and regular travel (weekly travel across the UK + occasional international trips), with allotted travel-related expenses.
  • Proven ability to work effectively in a matrix organisation to support progressive opening timelines on complex projects.
