Property Development Manager
Location: Northern Ireland
Reporting to: Estates Director
Salary: Negotiable - Salary will be commensurate with qualifications and experience.
About the Role
We are seeking an experienced Property Development Manager to support expansion across North and South of Ireland. The role is responsible for identifying, acquiring, securing planning permission, and delivering new properties and sites through to operational use. This is an end-to-end role covering acquisition, planning, professional team coordination, and project delivery. The successful candidate will oversee capital works on the client's behalf, provide robust cost planning, and deliver projects aligned to the Group’s strategic growth plans including the presentation of clear, data-driven reports and recommendations to board members.
Key Responsibilities
Property Acquisition & Growth
- Identify and appraise on- and off-market opportunities across Ireland and efficiencies across the portfolio.
- Undertake feasibility analysis including planning, cost, and operational suitability.
- Engage with agents, landowners, developers, and local authorities
- Support investment appraisals and acquisition approvals

Planning & Development Management
- Lead planning strategy and applications (full, outline, change of use where relevant)
- Liaise with Local Planning Authorities and manage planning consultants
- Coordinate submission packs, planning reports, and responses to conditions
- Manage progression from planning approval through to discharge of conditions
Professional Team & Conveyancing
- Instruct and manage architects, engineers, planning consultants, and specialist advisors
- Coordinate surveys (e.g. structural, environmental, utilities)
- Manage the legal and conveyancing process in conjunction with solicitors
- Ensure all due diligence is completed prior to acquisition
Project & Development Delivery
- Develop and manage programmes of works (refurbishment, fit-out, or light development)
- Procure and manage contractors and subcontractors
- Oversee delivery on site, ensuring quality, safety, and programme adherence
- Manage handover into operations
Compliance & Regulatory
- Ensure compliance with UK planning, building regulations, H&S requirements, and premises requirements/standards
- Maintain accurate project records, certifications, and statutory documentation

Commercial & Financial Oversight
- Manage budgets, cost planning, and financial tracking across projects
- Support procurement and commercial negotiations
Sustainability & Asset Performance
- Integrate energy efficiency and sustainability improvements into developments
- Support organisational ESG targets where applicable
Candidate Profile
Essential:
- Experience in property development, construction, or estates
- Minimum 5 years’ experience in a similar role and proven track record of delivering projects from acquisition through planning to completion
- Experience managing planning applications and external consultants
- Strong understanding of planning and development processes
- Strong stakeholder management across agents, contractors, and professional teams
- Competency in the ability to interpret and review drawings
- Commercially aware with experience managing budgets and timelines
Desirable:
- Chartered status (MRICS) or working towards
- Experience in healthcare, care homes, or regulated environments
- Experience in site acquisition and land sourcing
- Project management qualification (e.g. PRINCE2, APM)
- Health & safety certification (IOSH / NEBOSH)
