Job Description

CMDP+ is looking to strengthen their team with a Pre-construction Project Manager / Proposals Manager for our Southern Water Framework. MWH Treatment and Costain Group are part of the CMDP+ joint venture that will deliver a range of construction schemes to maintain and improve Southern Water’s water supply and wastewater treatment works within the South and Southeast regions.
The Joint Venture has been set up specifically to execute the 5-year (2025 – 2030) AMP8 capital delivery framework. We will be delivering a programme of works up to £1bn over the 5-year period consisting of both heavy civil engineering and mechanical and electrical activities.
You will work with a multidisciplinary team to develop technical and commercial proposals for water and wastewater projects, whilst also working with peers across the wider water sector as part of a Customer Solutions function, sharing resource and knowledge as appropriate.
Responsibilities
Working at Project Manager level; Undertake and discharge roles and responsibilities assigned by Programme Manager: To include:
- Manage the Pre-award development phase of the project utilizing the CMDP ALP process governance pack.
- Interface between the Client and the CMDP Design Team to define and agree the project scope. Maintain Contract communication via CEMAR.
- Interface with the CMDP Project Team to progress all outputs required to complete the pre delivery contract ALP processes.
- Attend and Chair Workshops and forums to agree project scope.
- Prepare presentations to provide reporting and updates to the Client and the Senior Leadership Team.
- Attend progress meetings with the Client and appointed Contractors to manage the works and progress pre delivery outputs.
- Work with the Planning Team to develop programmes, undertake weekly reviews reporting any changes or delays to the Programme Manager and Commercial Team for action.
- Work with the Commercial Team to forecast budgets, assess actual productivity achieved and review weekly, and reporting any changes to the Programme Manager and Commercial Team.

Qualifications
- Proven track record and knowledge of the UK municipal Water/Wastewater or other regulated process driven sector(s)
- Proven experience of developing and creating proven solutions to meet customer requirements
- Strong verbal and written communication skills
- Able to effectively manage time and priorities to achieve deadlines
- Strong leadership capabilities
- Ability to manage multidisciplinary teams and make decisions when needed
- Comfortable presenting at all levels, both internally and externally
- Comprehensive knowledge and use of Microsoft Office Suite
- Contractual awareness (incl. NEC, IChemE)
- Experience in managing stakeholder, including client, relationships
- Bachelor’s Degree or equivalent in Process, Mechanical, Electrical or Civil Engineering
- Water and Wastewater complex plant or systems proposals development experience
- APM or equivalent project management qualification
- National Water Hygiene Card
- Full UK Driving Licence
- Degree level qualification or equivalent in a related Engineering subject or HND in related Engineering and vocational training in Engineering.
- Suitable experience in leading activities
- Understanding of Engineering Principles.
- Knowledge and understanding of construction forms of contract through experience and formal training.
- Technical knowledge of construction techniques and best practices.
- Relevant CSCS Card.
- Training in Health & Safety and Environmental management.
Desirable:
- Degree Engineering or equivalent HND/ HNC.
- Skills may be transferrable from an equivalent Client role, or Design background
