Public Health Officer | 10775 | permanent contract | 37 hours per week | £37,280 to £39,152 per annum (2026/27 pay award pending) | Grade I | County Hall, Norwich (hybrid working)
Our Public Health service is dedicated to achieving Norfolk County Council’s vision for Norfolk to be the place where everyone can start life well, live well, and age well; and where no one is left behind. As a Public Health Officer, you will support the delivery of a range of public health priorities across the Norfolk health and care system. Working within a healthcare commissioning team, and reporting to the Public Health Principal for Health & Wellbeing Commissioning, you will contribute to the development and delivery of several projects and programmes with a core focus on Stop Smoking provisions seeking to improve the health of vulnerable populations, reflecting on the wider determinants of health.
You will play an important role in supporting evidence-based decision making. This will include undertaking research, analysing data and insight and contributing to needs assessments, service reviews and evaluations to inform commissioning, strategy, and service improvement.
Working alongside colleagues and partners across the County Council, Integrated Care System, district councils, and wider stakeholders, you will help to embed public health approaches across services and support the delivery of shared objectives to improve population health outcomes.

You will also support commissioning activity by contributing to the development of service specifications, procurement processes, and contract monitoring, ensuring services deliver value for money and positive outcomes for Norfolk residents.
We are looking for someone with a sound understanding of public health principles and a passion for improving health and wellbeing. You will have experience of working collaboratively with partners, managing or contributing to projects, and interpreting and presenting information clearly to a range of audiences. Strong analytical, organisational, and communication skills are essential, along with the ability to manage competing priorities in a busy environment.
