Public Rights of Way Officer (Mapping)

Definitive Map Officer

Salary £36,363-£40,777 Per annum Type Permanent, Full Time, 37 hours per week Location Highways | Preston Accessibility International sponsorship not open for this role

About the Role

An exciting opportunity exists within Lancashire County Council’s Highways Network Management Service for a Definitive Map Officer.

Successful candidates will support Lancashire County Council’s statutory duties and powers related to the Definitive Map and Statement of Public Rights of Way within a team of public rights of way officers.

Key tasks include:

  • Preparing committee reports for presentations at Regulatory Committee.
  • Drafting definitive map modification orders, public path orders, and notices.
  • Analysasing public objections and drafting statements of case.
  • Presenting evidence at public inquiries.
  • Managing GIS mapping for updates to the Definitive Map and Statement.

Key Responsibilities

  • Investigate and resolve applications for definitive map modification orders from internal/external stakeholders.
  • Follow legislative, policy, and procedural documentation.
  • Engage with landowners, neighbours, users, and local politicians effectively.
  • Represent the Council at Regulatory Committee (County Councillorship) and public inquiries.
  • Lead the maintenance of Public Rights of Way GIS datasets.
  • Research historic and contemporary details of public rights of way (e.g., widths, limitations).
  • Drive process innovation with the Public Rights of Way Manager and colleagues.
  • Ensure clear documentation and progress updates.

Working Environment

  • Base Location: County Hall, Preston
  • Regular travel across Lancashire.
  • Flexible working options available.
