Publications Development Specialist

The E7 Technical Publications Capability Lead is responsible for establishing, leading, and maturing the Technical Publications platform, operating model, and delivery framework to support programme execution. The role will lead the stand-up of the capability from first principles, including the creation of procedures, desktop instructions, governance arrangements, and delivery controls required to enable safe, compliant, and efficient output across the programme portfolio.
The role provides strategic and operational leadership across technical publications activity, ensuring that the platform, processes, people, and toolsets are in place to support contracted programme delivery. The postholder will act as the focal point for capability development, process definition, standards deployment, assurance, and continuous improvement, while ensuring alignment with customer, contractual, quality, and business requirements.
Key Responsibilities:

Capability Stand-Up and Platform Establishment
- Lead the establishment of the Technical Publications capability and supporting platform from the ground up.
- Define and implement the operating model, governance framework, ways of working, and delivery controls required to support programme needs.
- Develop, document, and maintain procedures, work instructions, desktop instructions, and associated guidance material to enable consistent and repeatable delivery.
- Ensure the capability is supported by appropriate tools, templates, repositories, workflows, and reporting mechanisms.

Technical Publications Leadership
- Provide direction for the Technical Publications function, ensuring delivery of high-quality outputs in line with customer, regulatory, and contractual requirements.
- Establish and maintain technical publication standards, methods, and quality controls, including document configuration, version control, review, approval, publication, and archive arrangements.
- Ensure technical publications outputs are produced in accordance with applicable documentation standards and quality management requirements, including relevant aerospace and defence documentation standards such as S1000D and other applicable military or customer specifications where required.

Programme and Delivery Integration
- Enable the successful day-to-day delivery of contracted programme scope through the effective deployment of technical publications capability, processes, and governance.
- Work closely with programme leadership, Product Support Managers, capability leads, and customer stakeholders to ensure technical publications activity is aligned to programme priorities and milestones.
- Establish planning, estimating, scheduling, and resource mechanisms to support delivery of programme outputs, including management of risks, dependencies, and delivery constraints.
- Oversee evaluation of engineering and programme changes affecting technical publications and ensure approved changes are assessed, communicated, and implemented in a controlled manner.

Process, Assurance, and Compliance
- Create and embed procedures that support first-time quality, traceability, auditability, and release discipline.
- Ensure relevant plans, expositions, procedures, interface documents, and supporting artefacts are available and maintained using Boeing-defined tools where applicable.
- Establish quality assurance arrangements for authored outputs, estimates, and release activities, including pre-publish validation and post-publish review mechanisms.
- Ensure compliance with contractual obligations, internal governance requirements, and applicable quality and safety management system expectations.

People Leadership and Capability Development
- Provide coaching, technical direction across the team, supporting development of subject matter expertise and delivery resilience.
- Ensure mandated technical training requirements are identified, tracked, and maintained, and that appropriate waivers are raised where required.
- Support the development of new job practices, standards, and continuous improvement initiatives across the capability.

Customer and Stakeholder Management
- Act as a senior point of contact for internal and external stakeholders, including customer representatives, programme leadership, and functional leadership.
- Build credible and effective working relationships with customer and business stakeholders, confidently managing expectations and providing clear, evidence-based advice.
- Represent the technical publications capability in governance, planning, review, and improvement forums.

Continuous Improvement and Innovation
- Drive continuous improvement across technical publications delivery, platform performance, and user experience.
- Identify opportunities to improve efficiency, quality, standardisation, and data management through new practices, process optimisation, and tool enhancement.
- Lead the team in identifying innovative solutions that improve delivery performance while maintaining technical accuracy and compliance.
Typical Accountabilities:
- Stand-up of the Technical Publications platform and operating framework.
- Creation and maintenance of procedures, desktop instructions, and governance artefacts.
- Delivery performance across quality, cost, and schedule measures.
- Technical publication compliance with programme, contractual, and regulatory requirements.
- Team capability, training currency, and deployment of best practice.
- Effective management of change, configuration, and controlled release activity.
Basic Qualifications (Skills/Experience):
- Significant experience leading Technical Publications or documentation teams, ideally within aerospace, defence, or other highly regulated engineering environments.
- Experience establishing or transforming delivery capability, processes, and governance arrangements.
- Strong knowledge of aerospace or defence technical documentation requirements, including familiarity with standards such as S1000D, MIL-SPEC, or equivalent frameworks.
- The ability to obtain UK Security Clearance is essential.
Preferred Qualifications (Skills/Experience):
- Experience of working directly with customer and programme stakeholders, including management of contractual deliverables and customer expectations.
- Experience in project and programme delivery, including planning, estimating, resource management, schedule control, and risk management.
- Experience creating procedures, work instructions, and structured delivery guidance for operational teams.
- Experience with creating graphics would be desired, but is not essential.
