Overview of the Role
As a Quality Assurance Engineer within Asset Operations Fleet, you will:
- Provide evidence to the Head of Fleet that First Line Assurance activities (including Safety Critical Parts and Items) comply with the LUL Cat 1 Safety Critical Engineering Standard S2180 and the documented Train Maintenance Regime.
- Ensure the specified levels of safety, quality, reliability, and cost efficiency are consistently delivered and monitored across internal/external suppliers managing Rolling Stock spares, overhaul, and repair services.
As part of a cross-functional team, you will:
- Structure, conduct, monitor, and report on Routine Condition Audits (RCAs) for Rolling Stock under ROGS (Railway and Other Guided Systems) to align with LUL Standard S2180, mitigating local business risks and ensuring compliance.
Key Accountabilities
- Provide documented evidence to the Relevant Project Manager and Head of Fleet of compliance with safety critical rolling stock engineering standard S2180 among internal/external suppliers and maintenance processes.
- Evaluate new suppliers and offer expert advice on quality assurance standards, developing and coaching them through the procurement cycle (PQQ, ITT, contract awards, and implementation).
- Monitor supplier adherence to TFL Contract specifications by reviewing/approving Quality Plans, Inspection & Test Plans, and PFMEA to ensure consistency.
- Offer quality assurance guidance across Operations, Commercial, and Procurement to adhere to company and national standards.
- Conduct and coordinate audits of Fleet local departmental management processes to ensure compliance with requirements.
- Identify and implement supply chain optimisations and process improvements to reduce warranty claim costs.
- Perform FAI (First Article Inspection), PFMEAs, and process inspections to confirm accuracy at the point of use and limit nil stocks.
- Structure, conduct, and report on RCA’s to mitigate maintenance risks and drive reliability improvements.
- Manage and reduce warranty claim costs with internal/external suppliers.
- Support Fleet & Central Engineering in investigations, advocate best practices, and champion continuous quality improvement.

Skills, Knowledge & Experience
Skills
- Proven ability to communicate verbally and in writing effectively with internal/external stakeholders (essential).
- Capacity to simplify complex information for cross-organisational buy-in (essential).
- Self-motivated, with minimal supervision (essential).
- Numeracy expertise to analyse data and form improvement plans (essential).
- Proficiency in IT applications (e.g., MS Office, Excel) (essential).
- Demonstrated commercial awareness to address complex business challenges.
- Diplomatic judgment, resolve, and integrity to uphold safety critical standards (essential).
Knowledge
- Familiarity with LUL Operators Safety Certification and ROGS (Railway and Other Guided Systems) standards including:
- Health & Safety at Work Act
- Fire Precautions Act 1971 and related regulations (essential).
- IRCA certified ISO 9001 Lead Auditor (essential).
- Understanding of quality assurance techniques for safety critical items in rail/manufacturing.
- Experience with supplier quality development and auditing (essential).
- Routine Condition Audit (RCA) accreditation, or ability to attain (essential).
- Aerospace, rail, automotive, or process/manufacturing engineering background, qualified to at least BTEC HNC (Mechanical/Electrical) with relevant quality assurance experience.
- Practical experience using quality tools: G8D, Pareto analysis, statistical methods, PFMEA.
