Quality Manager – High-Speed Rail Infrastructure Programme
Salary: £60,600 - £65,500 per annum Benefits: Pension (12%), Hybrid (3 days office) Sector: Civil Engineering & Structures Job Type: Permanent (Perm) Location: Birmingham, West Midlands
About the Role
We are partnering with a major client driving Britain's high-speed rail infrastructure programme, and we are recruiting a Quality Manager to provide leadership and support for quality across all delivery teams and the supply chain.
This role focuses on quality assurance and improvement, encompassing responsibility for:
- Instilling a right first-time culture across the programme
- Monitoring supply chain compliance and performance
- Conducting quality audits
- Identifying trends, risks, and improvement opportunities
As a quality subject matter expert, you’ll work across multiple teams, guiding them towards safe, efficient, and compliant project outcomes. You’ll translate complex quality data into actionable insights while driving continuous improvement through strategic initiatives.

Supply Chain & Compliance
- Monitor and report on supply chain compliance and adherence to contracted standards and quality requirements
- Conduct quality audits across the supply chain, coordinating effectively with project teams
- Identify trends and concerns through non-conformance and defect analysis
- Implement and lead the Get It Right Initiative to measure cost-of-poor-quality and drive improvements
Knowledge Sharing & Technical Support
- Promote lessons learned, best practices, and incident management across delivery teams
- Monitor right-first-time acceptance rates and improve submission standards
- Review and approve supply chain quality documents, including Quality Management Plans (QMPs) and audit schedules
Training & Assurance
- Provide technical support and advice on quality matters, including risk mitigation strategies
- Train and educate delivery teams and contractors on quality processes and management information systems
Strategic Contributions
- Support the development of quality requirements and assist in supplier evaluation and selection

Essential Requirements
Professional Experience
- Quality professional with substantial experience in:
- Developing and delivering against quality performance measurements
- Conducting operational audits, especially within engineering/construction
- Interpreting and applying quality management standards
- Proven track record of leading quality-focused projects and driving business improvements
Qualifications & Credentials
- IRCA-approved ISO 9001 Lead Auditor qualification (or equivalent)
- Educated to degree, HND, or HNC level, preferably in engineering, construction, or a related discipline
Skills & Attributes
- Strong influencing and negotiation skills, capable of engaging with stakeholders without direct authority
- Ability to analyse quality data history and create clear, actionable reports for senior management
- Understanding of how project delivery risk relates to quality management and assurance
- Organised, prioritisation aptitude, with a track record of delivering high-quality assurance within deadlines
