Quality Assurance Officer – Residential Care Homes

Purpose of the Role
To lead the Quality Assurance Service, ensuring compliance, continuous improvement, and excellence in all registered services across Gold Care Homes (GCH). This role involves devolved responsibility for quality assurance across specific care homes, covering:
- Strategy development
- Risk management
- Policy enforcement
- Staff training & development
Duties & Responsibilities
Strategic Leadership & Compliance
- Lead the preparation of procedural guidelines, Self-Assessment frameworks, and other Quality Assurance materials to meet regulatory standards.
- Oversee annual Quality Assurance review plans aligned with the CQC Inspection Model, ensuring:
- Timely implementation
- Effective monitoring
- Continuous review
- Develop and implement systematic quality assurance approaches across all GCH services.
- Coordinate teams to ensure:
- All staff (between 50 and 75 across 4 regions) are federated with CQC and meet registration requirements.
External Scrutiny & Regulatory Reporting
- Take ownership of pre-inspection preparations for all external regulatory bodies, including:
- The Care Quality Commission (CQC)
- Healthwatch & Local Authorities
- Social Services
- Follow up on CQC inspections, ensuring action plans are developed, implemented, and monitored.
Policy, Reporting & Training
- Draft strategic plans, policies, improvement plans, and case studies to promote best practice in quality assurance.
- Present reports and briefings to:
- Regulation and Care Governance Senior Manager
- Regional Managers
- SMT (Senior Management Team)
- Multi-agency Adult Protection committees
- Ensure GCH managers undergo induction and continuous training on:
- Quality Assurance frameworks
- Advanced training and validation on leadership techniques

Risk Management & Leadership
- Set standards, policies, and procedures in alignment with:
- Statutory regulations
- National legislation
- Delegated authority
- Group aims and objectives
- Lead risk management arrangements for key service areas while ensuring compliance with GCH policy frameworks.
- Develop confidentiality policies for big data lineage and risk registers.
Requirements
Knowledge & Experience
- Extensive theoretical & practical understanding of:
- CQC Inspection Model & judgement frameworks
- Care Quality Commission (CQC) and Care Act 2014
- Investigation procedures & risk mitigation strategies
- National Care Standards & national legislation for older people
- Proven experience in:
- Project management (preferably within social care)
- Developing care policies and standard operating procedures
- Data collection, analysis, and reporting (e.g., managing agency reports and tender documentation)
- Self-assessment monitoring and evaluation strategies
- Client protection methodology and safeguarding systems
Subject Matter Expertise
- Deep knowledge of principles of excellent dementia care.
- Experience in working with older people and resilience frameworks.
- Ability to present complex information clearly for diverse audiences.
Comparative Skills & Abilities
- Exceptional leadership, People Management & Development skills, including coaching/mentoring.
- Strong oral and written stakeholder communication, including:
- Reports to CQC inspectors
- Presentations to multi-agency teams & regional managers
- Strong analytical skills with experience drafting:
- Investigations reports
- Improvement plans
- CQC-compliant reviews
- Excellent relationship-building with internal/external stakeholders.
- Flexible, responsive, and particulate problem solving within tight constraints.

Qualifications & Training
- A management qualification or equivalent is essential.
- NVQ Level 5 in Health & Social Care (or related area) is preferred.
- Registration with any Health & Care Professions Council (HCPC) is desirable but not mandatory.
- Proficiency in risk assessments and consultation best practice.

- Blue Light Card requirement (full driving licence essential).
- Prepared to work flexible hours, including occasional evenings/weekends.
Special Considerations
- This is a managerial & operational undertaking that will require working within the constraints of existing systems.
- Candidates must demonstrate a proactive approach to quality control and care standard compliance.
- Successfully deliver structured change within GCH’s systems, particularly the Relational Database Model.
