Position – Quantity Surveyor
Location – Culham
Travel – Hybrid (3 days onsite)

BPSS clearance will be required at basic level. Prior clearance will not be transferrable.
The role is accountable to the JDR Programme Controls Manager for the provision of quantity surveying support to minimise the cost and risk of decommissioning projects and enhance value for money, while still achieving the required legal standards and quality. This includes ensuring statutory regulations are met.
Critical to this role is ensuring that the quantity surveying professional services are provided in a timely, cost-effective manner and at an appropriate quality. It is important that due regard is paid to the requirements and priorities of the various stakeholders.
Accountabilities
- Assist with the submission of the JDR business cases.
- Perform benchmarking exercises to evaluate JDR project costs against other decommissioning projects across the sector.
- Assist in establishing a client's requirements and undertake feasibility studies to ensure their proposals will work.
- Prepare estimates and analyse decommissioning project costings such as materials, quantities, labour and time.
- Support the preparation of tender packages with the Principal Designer and the Client commercial team.
- Assess tender documents to ensure sufficient information available to prepare tender.
- Take off quantities and prepare costings.
- Prepare and issue contract enquiries and assessment of quotations upon receipt.
- Prepare and issue material supply enquiries and assessment of quotations upon receipt.
- Pricing of buildings and civil engineering projects and maintenance tasks.
- Pricing of decommissioning work packages.
- Prepare specifications and / or proposals.
- Provide QS leadership in large complex construction procurement projects.
- Manage costs analysis for construction and decommissioning projects.
- Engage with the risk management process to assist with the valuation of defined risks.
- Provide strategic commercial advice to maximise value for money and minimise risks to the programme.
- Assemble baseline budgets information for project tasks.
- Provide advice on procurement strategy.
- Identify, analyse and develop responses to risks.
- Provide advice on contract variations and compensation events.
- Provide specialist technical knowledge to the Project Manager and responsible for administering NEC contracts including early warning notices.
- Validate and undertake payment assessments against the valuation submissions under the contract and provide challenge to compensation events with respect to the commercial terms (e.g. NEC4), to include agreeing final accounts.
- Maintain awareness of the different contracts in current use.

Knowledge, Skills, Qualifications & Experience:
- Good communication and technical writing skills.
- Strong math, analytical, and problem-solving skills.
- Excellent interpersonal skills.
- A degree in quantity surveying or a related subject, accredited by the Royal Institution of Chartered Surveyors (RICS).
- Chartered status with the Royal Institution of Chartered Surveyors (RICS).
- Demonstrable experience in a senior capacity working in Construction/Decommissioning environment on projects with budgets in excess of £20m.
- Strong contract management expertise, ideally with NEC4 contracts or similar frameworks.
- Experience of dispute resolution.
- Ability to perform exploratory design calculations using first principles.
- A good working knowledge of a broad range of construction and engineering principles.
- Experience with working to design standards.
- Working knowledge and understanding of construction and decommissioning techniques and materials.
- A good understanding of CDM regulations and their implementation.
- Financial acumen, including advanced analytical and attention-to-detail abilities.
- Ability to interact with multiple stakeholders across JDR, the wider UKAEA organisation, and industry.
- Exceptional communication and teamwork skills.
- Knowledge of the management of internal and external stakeholders at different levels.
- Proficiency with technology and surveying software.
