Lead commercial delivery on flagship water infrastructure programmes
Purpose And Scope Of The Role
Tetra Tech’s Water Consultancy is seeking a Quantity Surveyor to join our Water Team, supporting major long-term water industry frameworks across the UK. You will be client-facing on large, high-profile capital delivery projects, responsible for cost estimating, procurement, and contract management from optioneering through to detailed design and construction. Typical programmes span AMP8 into AMP9, delivering technically demanding wastewater infrastructure packages within multidisciplinary teams. You will report into the commercial lead, collaborate with engineers, modellers, and delivery partners, and influence projects with multi-million pound budgets across the North West regions.
Your Impact In This Position
- Immediately, you will strengthen commercial controls and contribute to tender and estimating workstreams.
- Over the medium term, you will lead procurement and contracting for significant project lots, manage contractor performance, and resolve commercial disputes.
Core Capabilities
- Commercial leadership - Provide robust cost estimates, develop sourcing strategies, and lead procurement and tender evaluation processes.
- Contract and claims management - Manage variations, claims, and change orders, certify progress payments, and resolve disputes in line with contract terms.
- Cost control and reporting - Monitor project expenditure, maintain financial records, implement cost-saving measures, and report on supplier financial status.
- Stakeholder engagement - Maintain positive client and supplier relationships, communicate commercially in multidisciplinary teams, and support incentivisation and social value objectives.
- Technical commercial knowledge - Apply sector-specific understanding of construction costs, supplier markets, and procurement routes within complex programme interfaces.

Skills, Qualifications, & Experience
Expected:
- Bachelor’s degree in a relevant discipline.
- Valid driving licence.
- Working toward or holding ICS chartership.
Desirable:
- Formal procurement, commercial, or dispute resolution training.
- Prior water sector AMP experience.
Work patterns & locations
Hybrid working with a regional base in the North West typically 3 days per week in the Lingley Mere office and regular site visits as required to support delivery and client engagement. Flexible arrangements considered.
