Rail Performance Manager
Rail Performance Manager – Fixed Term Contract (12 Months)

As a Rail Performance Manager, you’ll shape the future of our rail operations, ensuring seamless passenger journeys while enhancing reliability, performance, and innovation.
With responsibility for 500,000+ assets worth £14bn, this role touches every facet of airport infrastructure—from rail systems to machinery, energy, and beyond. You’ll drive continuous improvement by applying best practice to operational efficiency, asset reliability, and system optimisation. Responsibilities
In this strategic and high-impact role, you will:
- Lead and develop rail engineering performance and reliability frameworks across Heathrow Rail Business Units (Heavy and Light Rail).
- Oversee operational performance, including delay attribution, troubleshooting Level 2 and 3 disputes, and resolving conflicts with Network Rail and Train Operating Companies (TOCs).
- Manage key industry systems: TRUST, Bugle, FRACAS, and Maximo—ensuring their effectiveness in performance tracking.
- Influence and collaborate with stakeholders—internally (Heathrow departments) and externally (Network Rail, TOCs, suppliers)—to align goals with performance targets.
- Provide expert insights on contractual and performance matters, translating complex data into actionable advice.
- Define and implement performance KPIs aligned with industry standards, acting as the Maintenance Team Interface (MTI) contact for joint improvement plans.
- Lead Significant Performance Incident Reviews, coordinating root-cause analysis and solution development with stakeholders to boost operational and asset reliability.

Essential Requirements
A standout applicant will demonstrate:
- Strong analytical abilities—deftly navigating complex scenarios, investigating incidents, and designing practical, data-driven solutions.
- Exceptional communication skills to distil nuanced performance data and engage across organisational levels (from executives to operational teams).
- A track record of influencing stakeholders (internal and external) to achieve strategic objectives.
Desirable Experience & Qualifications
- Rail infrastructure expertise: Knowledge of rolling stock systems, signalling, and broader rail operations.
- Technical degrees/disciplines: Degree-level qualification (or equivalent) in engineering, rail, operations, or a relevant technical field.
- Deep system knowledge: Understanding of station systems (e.g., lifts, escalators, fire systems, CCTV, HVAC, LV/HV power controls).
- Rail compliance fluency: Awareness of UK rail legislation, Group Standards, and their applications/limitations.
