The Economy, Innovation and Growth Group is leading the delivery of major regeneration and transformation programmes that are reshaping Gateshead’s Urban Core.

Working at pace with public and private sector partners, we are delivering large-scale, high-value capital programmes that unlock investment, regenerate places and drive sustainable growth.

As a Programme Delivery Lead, you will take direct responsibility for turning strategy into delivery, leading complex programmes from business case through to delivery and operation, ensuring strong governance, coordination and outcomes that make a lasting impact.

What You Will Get To Do

In this role, you will:

  • Lead delivery across the full programme lifecycle, from business case development through to delivery, closure and transition into operation
  • Drive programme viability and deliverability through robust planning, ensuring clear visibility of critical path, constraints, funding and key milestones
  • Deliver programmes in line with strategic direction set by senior leadership, contributing to wider place-based and portfolio objectives
  • Lead the coordination of programme workstreams, ensuring activity is integrated, sequenced and aligned, working closely with the Urban Core Portfolio Manager
  • Establish and maintain the Integrated Master Schedule (IMS), ensuring accurate dependency mapping and critical path analysis
  • Integrate technical, planning, commercial, procurement and financial inputs into a coherent programme plan and delivery approach
  • Work closely with internal technical teams and external delivery partners to ensure commercial scrutiny, alignment and optimal outcomes
  • Support governance and assurance processes, ensuring compliance with relevant standards and funding requirements
  • Identify, manage and escalate programme-level risks, issues, assumptions and dependencies, providing clear and timely intelligence
  • Coordinate with internal services and partners to ensure commercial, financial and procurement readiness
  • Lead effective communication and engagement with Members, partners and stakeholders to support informed decision-making
  • Build and lead high-performing programme teams, promoting collaboration, transparency and delivery focus

What You Will Bring

You will bring:

  • Capital programme and regeneration knowledge: Strong understanding of large-scale capital delivery in regeneration or infrastructure within a public sector or similar environment, including viability and investment considerations
  • Programme delivery experience: Proven experience of delivering complex, multi-disciplinary programmes through the full lifecycle, from business case to delivery and closure
  • Financial and commercial understanding: Experience of working with large-scale capital funding, integrating cost, schedule, procurement and funding requirements
  • Governance and assurance expertise: Strong understanding of programme governance, business case development, assurance frameworks and risk management
  • Planning and programme controls: Experience of developing and managing integrated delivery plans, master schedules, critical path analysis and programme reporting
  • Stakeholder and partnership working: Ability to work effectively across organisations, engaging with senior stakeholders, partners and delivery teams in complex environments
  • Leadership and communication skills: Strong leadership, communication and influencing skills, with the ability to coordinate teams, align stakeholders and drive delivery in fast-paced environments
