Location: Hybrid, extensive travel across the Surrey and Greater London region
Contract: Permanent, Full time

As a Regional Operations Manager, you’ll play a pivotal role in ensuring the safe, effective, and consistent delivery of Facilities Management services across multiple prison sites. This is a rare opportunity to step into a high-profile leadership position where your decisions and guidance directly shape service delivery, influence regional performance, and support the safety and wellbeing of thousands of people.

In this senior role, you’ll translate strategic priorities into operational excellence, supporting Cluster Managers, strengthening compliance and assurance, and driving a culture of safety, accountability, and continuous improvement. Whether you’re overseeing complex estates activity, advising senior stakeholders, responding to operational incidents, or mentoring leaders across the region, your impact will be both wide-reaching and deeply valued.

We are looking for a Regional Operations Manager with the following:

  • Significant experience leading the delivery of Estates and Facilities Services across multiple sites, ensuring operational consistency and alignment with business objectives
  • Strong capability in governance, statutory and mandatory compliance, and Health & Safety oversight, including areas such as water management, asbestos, gas safety, and audit follow-up actions
  • Proven leadership experience managing dispersed operational teams, providing coaching, performance support, and driving effective workforce planning and engagement
  • Robust financial and commercial acumen, with experience overseeing budgets, contracts, procurement activity, KPIs and SLAs, and delivering continuous improvement across operations
  • Strong stakeholder engagement skills, able to advise senior leaders including Governors, functional heads and partners, and contribute to regional meetings and multi-cluster forums
  • Experience supporting emergency planning, contingency arrangements, and providing guidance during operational incidents as part of a Command Team
  • Good Health & Safety knowledge
  • Excellent organisational, time-management and people skills

Future Plans

GFSL has been notified by its shareholder (MOJ) that the provision of FM Services will in future be delivered by the private sector. This means that following a successful procurement process, GFSL's services will complete transfer to a private sector provider/providers no sooner than August 2027.
