Regulatory Analyst

Regulatory & Infrastructure Investment Analyst

Contract Duration: 80 Days

Location: Hybrid (remote with occasional attendance in London)

Daily Rate: Outside IR35

We are seeking an experienced Regulatory & Infrastructure Investment Analyst to join the Investment Determinations Team. This role will contribute to one of the UK’s most critical infrastructure investment programmes, specialising in major electricity transmission investment applications—offering a rare chance to directly support the UK’s energy transition.

Day-to-Day Responsibilities

  • Review and perform quality assurance checks on major infrastructure investment and funding submissions.
  • Identify gaps, inconsistencies, and areas of non-compliance in applications and supporting evidence.
  • Conduct initial assessments of business cases and investment proposals.
  • Draft questions and information requests for applicant organisations.
  • Prepare handover packs and assessment summaries for the Investment Determinations Team.
  • Assess costs, benefits, and investment rationale, reviewing commercial assumptions and supporting evidence.
  • Support benchmarking and comparative analysis, contributing to evidence-based decision-support materials.
  • Capture lessons learned from prior assessment rounds to enhance assessment frameworks, templates, and guidance.
  • Engage with electricity transmission companies, host workshops, attend meetings, and gather information—developing strong relationships with internal and external stakeholders.

Required Skills & Qualifications

  • Strong analytical and problem-solving skills, capable of reviewing complex business cases, funding submissions, or investment proposals.
  • Experience within governance, assurance, or regulatory frameworks.
  • Excellent stakeholder management and communication skills.
  • Ability to prioritise tasks and meet tight deadlines.
  • Advanced Microsoft Excel skills.
  • Proven expertise in assurance and assessment activities, with a focus on identifying gaps, risks, and non-compliance.
  • Experience evaluating investment rationale, costs, benefits, and supporting evidence to aid decision-making.

Desirable Qualifications

  • Preference for candidates with RIIO price control experience.
  • Familiarity with electricity transmission or broader energy-sector operations.
  • Relevant experience in regulatory assessment or assurance.
