Regulatory Governance Specialist
Regulatory Controls, Risk & Compliance Manager

About the Role
The Regulatory Controls team operates as a centralised unit within Controls and Risk Management as part of the Markets COO organisation. This team designs and delivers a best-in-class regulatory control framework, prioritising:
- Risk reduction
- Process improvement
- Consistency and transparency across all regulatory matters impacting Global Markets Operations
With offices spanning Mumbai, London, Belfast, New York, New Jersey, Buffalo, and Houston, the team’s scope is extensive, ensuring regulatory excellence and compliance across multiple global jurisdictions.
Key Responsibilities
You will play a critical role in shaping and maintaining robust regulatory compliance while driving operational excellence. Your responsibilities include, but are not limited to:
- Defining and implementing regulatory reporting strategies
- Overseeing adoption and enforcement of regulatory standards
- Conducting risk-based Quality Assurance (QA) reviews to identify and remediate gaps
- Continuous monitoring of regulatory control exceptions
- Providing Middle Office regulatory transaction oversight

Core Objectives
Your day-to-day work focuses on ensuring compliance and upholding processes. Your contributions will include:
- Coordinating impact assessments for new regulations
- Facilitating the adoption of regulatory framework governance across Markets Operations teams
- Producing management reporting on regulatory issues and compliance trends
- Managing responses to regulatory exams/audits
- Collating information for governance committees and forums
- Partnering with internal and external stakeholders to establish robust regulatory controls
- Updating and maintaining role assignments in Citi Risk & Controls for regulatory assessments
- Enforcing standardization of regulatory controls across regions and teams
- Analysing risk metrics to identify trends and lessons learned
- Developing solutions for digitisation, automation, and low-code regulatory processes
What We’re Looking For
We are seeking a self-starter with a strong risk management and governance mindset. Your profile should reflect:
- Degree: BS/BA or equivalent work experience
- Essential Demo: Experience in risk and control or governance-related roles
- Communication: Exceptional written, verbal, and interpersonal skills, with an ability to articulate complex issues clearly
- Proactivity: Self-motivated initiaitive-taker, eager to drive continuous improvements
- Stakeholder Engagement: Demonstrated success in working cross-functionally and understanding diverse stakeholder goals
Skills & Attributes
- Strong awareness of external and internal best practices
- Analytical mind with an eye for data-backed insights
- Assurance strategy and executive debate expertise
- Control lifecycle and risk remediation experience
- Ability to manage risks and mitigate issues proactively
