Regulatory Governance Specialist

Markets COO Regulatory Controls – Regulatory Governance

About the Role

The Regulatory Controls team is a central unit within Controls and Reg Management and is part of the Markets COO organisation. The team focuses on:

  • Establishing a best-in-class regulatory control framework, prioritising risk reduction, process improvement, consistency, and transparency across regulatory affairs.
  • Overseeing regulatory functions, including strategy definition, implementation of standards, risk-based Quality Assurance reviews, monitoring of control exceptions, and transaction oversight.
  • Serving jurisdictions including Mumbai, London, Belfast, New York, New Jersey, Buffalo, and Houston.

This role is critical in ensuring regulatory compliance, operational excellence, and global regulatory resilience.


What You’ll Do

You will be an integral part of the Regulatory Governance team, contributing to initiatives that ensure compliance with global regulations among Markets Operations. Key responsibilities include:

  • Coordinating and leading new regulation impact assessments
  • Assisting in adopting a robust regulatory framework governance across Markets teams
  • Producing management reporting on regulatory issues as required
  • Coordinating responses for regulatory exams/audits
  • Collating information for governance committees and forums
  • Partnering with stakeholders to establish and reinforce regulatory controls
  • Maintaining role assignments in Citi Risk and Controls for regulatory assessments
  • Driving global standardization of controls across regions and teams
  • Analysing risk metrics to identify trends and lessons learned
  • Exploring solutions for digitisation, automation, and low-code processing

What We’ll Need from You

To thrive in this role, you need:

  • Exceptional communication skills and a strong risk and control mindset, combined with a proactive, independent approach
  • A BS/BA qualification or equivalent experience
  • A proven track record in risk management, control, or governance, with strong analytical and regulatory/operational control skills
  • Demonstrated ability to interpret and engage diverse stakeholders, including senior management
  • A curious, forward-thinking self-starter with an ability to take initatives, spot opportunities, and drive continuous improvement in a complex, dynamic environment
  • Awareness of internal and external best practices in finance and risk governance
