Regulatory Policy Intelligence Manager

About CEPI

CEPI is an innovative partnership between public, private, philanthropic, and civil organisations. Its mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. Central to CEPI’s pandemic-beating plan is the ‘100 Days Mission’, its goal to develop safe, effective, and accessible vaccines against new threats in just 100 days.

CEPI’s work has delivered world firsts for vaccines against many of its priority pathogens, including:

  • The first licensed Chikungunya vaccine
  • The first-ever Lassa fever, Nipah, and MERS vaccines to reach Phase II trials
  • The first Rift Valley fever vaccine candidate studied in Phase II in an endemic region

CEPI has also supported programmes generating vital data to expand access to Ebola and Mpox vaccines. It was among the first funders of COVID-19 vaccines, building one of the world’s largest portfolios (seven licensed). The Coalition also conceptualised and co-founded COVAX, delivering nearly two billion doses of COVID-19 vaccines to 146 countries, saving an estimated 2.7 million lives in lower-income regions.

Earlier this year, CEPI launched its CEPI 3.0 Strategy (2027–2031) to systematically reduce the likelihood and impact of epidemics and pandemics, driving the 100 Days Mission toward an operational reality.

CEPI is a not-for-profit association under Norwegian Law with offices in Oslo (HQ), London, and Washington DC.

About the Role

The Regulatory Policy & Intelligence Manager plays a critical role in shaping CEPI’s regulatory strategy and global policy engagement, supporting pandemic preparedness through regulatory intelligence, stakeholder engagement, and cross-functional collaboration.

This is a full-time, fixed-term position (1 year).


Responsibilities

  • Lead tracking, analysis, and communication of global regulatory developments (FDA, EMA, WHO, EU)
  • Coordinate CEPI’s responses to external regulatory consultations and guidance documents
  • Support development of CEPI policy positions and regulatory preparedness frameworks
  • Engage with regulatory authorities and represent CEPI in external forums and working groups
  • Support regulatory preparedness initiatives, including:
    • Tabletop exercises
    • Collaborative projects
  • Provide regulatory input for CEPI-funded R&D and strategic initiatives
  • Collaborate across CEPI functions to integrate regulatory considerations into program strategy
  • Evaluate and support implementation of regulatory intelligence tools and systems
  • Contribute to innovation initiatives, including AI-enabled regulatory approaches

Education, Experience & Competence

Minimum Requirements

  • An advanced degree in life sciences, pharmacy, or a related discipline (PhD preferred)
  • Experience in regulatory affairs, policy, or regulatory intelligence within:
    • Vaccines/biologics
    • Global health
  • Experience engaging with global regulatory authorities, including:
    • Contributing to consultations or policy development
  • Strong understanding of:
    • Global regulatory frameworks
    • Emerging policy trends
  • Ability to translate complex regulatory developments into actionable insights

Travel & Location Requirements

  • Based in the UK, Norway, or the US (East Coast)
  • Relocation or visa sponsorship** not provided for this position
  • Willingness and ability to travel internationally as required
