The Role: Regulatory/CASS Pillar Lead

This role leads the Regulatory Oversight pillar within the retained organisation. It provides independent oversight and challenge of outsourced delivery for CASS, pensions/HMRC reporting and regulatory change, and coordinates regulatory governance. The role acts as the CASS Oversight Officer (not the holder of the prescribed responsibility for CASS).

To lead the interpretation and oversight of regulatory obligations and regulatory change, ensuring controls, reporting and governance remain effective in an outsourced operating model. The role provides evidence-based challenge of BPO builds and testing, coordinates regulatory MI and papers, and supports SMF accountabilities.

  • Risk, Audit, and Regulatory governance forums

Key Work Level Accountabilities

  • Accountable for the effectiveness of regulatory oversight across CASS, pensions/HMRC reporting and regulatory change
  • Act as the single point of coordination for regulatory interpretation across the platform, ensuring consistency across obligations and change
  • Act as CASS Oversight Officer, ensuring robust control framework, governance and challenge over client asset processes
  • Ensure regulatory change is interpreted, implemented and tested thoroughly, with appropriate evidence
  • Provide clear MI, governance papers and decision support to regulatory committees
  • Support SMF16/24 by providing evidence of effective oversight, governance and control assurance

Key Responsibilities for this role

Pensions & HMRC Oversight

  • Regulatory change oversight
  • Interpret new and emerging regulatory requirements and assess impact across the operating model
  • Challenge BPO build solutions to ensure regulatory intent is met, including end-to-end controls and documentation
  • Assess and challenge testing approach and results to ensure coverage is thorough and complete
  • Maintain a regulatory change log and ensure governance decisions are captured and evidenced

CASS oversight (as CASS Oversight Officer)

  • Oversee CASS-related outsourced activities and retained control ownership, including control framework maintenance
  • Oversee CASS breaches/complaints inputs and ensure appropriate escalation and remediation tracking
  • Coordinate independent testing and assurance activities relevant to CASS controls

Pensions & HMRC / regulatory reporting oversight

  • Oversee validation and oversight of pensions and HMRC reporting activities delivered by the BPO
  • Coordinate and support FCA questionnaires and regulatory requests across the business
  • Ensure timely, accurate and complete submissions with appropriate validation evidence

Governance, MI & committee papers

  • Coordinate MI and papers for the Regulation Committee and other governance forums
  • Drive action tracking, decision logs and escalation management for regulatory topics
  • Ensure a clear audit trail of approvals, risks and remediation plans

Customer, conduct & Consumer Duty expectations

  • Ensure regulatory oversight and change implementation consider customer impact and support delivery of good customer outcomes
  • Escalate any regulatory change or control weakness that could create customer harm or poor outcomes

SMCR / accountability expectations

  • Supports SMF16/24 with evidence-based oversight and clear governance outputs
  • Acts as CASS Oversight Officer (not prescribed responsibility holder) and ensures appropriate escalation to the relevant PR holder

Evidence & assurance expectations

  • Maintain complete evidence packs for regulatory change (interpretation, impact assessment, build challenge, testing evidence, approvals)
  • Maintain CASS oversight evidence (controls framework artefacts, breach/issue logs, assurance outputs, governance minutes)
  • Maintain regulatory request response packs (questionnaires, submissions, validations and sign-offs)
