Contract | Hybrid | Inside IR35 | UK Local Authority ERP Transformation

ANSI is partnering with a UK Local Authority on a major ERP Transformation Programme, migrating from SAP on-premise to Oracle Fusion Cloud. We're hiring a Reporting & Analytics Lead to own the full reporting workstream — strategy, design, build, migration, adoption and benefits — across Finance, HR, Payroll, Procurement and Commissioning.

If you've led a reporting workstream through a SAP → Oracle Fusion transition inside a UK Council, this one is for you.

The Role

You'll own the transition from SAP BW / BusinessObjects / SAP Analytics Cloud / native SAP reports into Oracle Fusion reporting (OTBI, BI Publisher, Financial Reporting Studio, Smart View) and Oracle Analytics Cloud (OAC). You'll act as the Reporting & Analytics Design Authority, sit on the ERP Design Authority Board, and give the S151 Officer, External Audit and Cabinet confidence that Day 1 statutory reporting will tie out.

What You'll Do

  • Rationalise the legacy SAP reporting estate — build the reports inventory and lead Migrate / Rebuild / Retire / Replace decisions
  • Design Oracle Fusion subject areas, OAC data models, BI Publisher templates and FRS financial reports
  • Deliver statutory reporting: CIPFA Code, SeRCOP, Whole of Government Accounts, RTI / FPS / EPS, LGPS, Procurement Act 2023 transparency, Gender Pay Gap and PSED
  • Roll out a self-service reporting operating model with role-based Oracle security
  • Lead reporting SIT, UAT, parallel-run reconciliation and cutover readiness
  • Give go / no-go assurance on reporting at go-live and lead reporting hypercare

What You'll Bring (Essential)

  • Full-lifecycle experience leading Reporting & Analytics on at least one SAP → Oracle Fusion Cloud ERP programme
  • Deep hands-on expertise across BOTH stacks — SAP BW / BusinessObjects / SAC / native SAP AND Oracle OTBI / OAC / BI Publisher / FRS / Smart View
  • UK Local Government experience — you've worked at a named Council (County, Unitary, Borough, Metropolitan, District, Combined Authority, GLA)
  • Strong grip on Local Authority statutory reporting: CIPFA, SeRCOP, WGA, S151 sign-off, External Audit
  • Experience designing self-service reporting operating models with role-based security
  • Comfort operating at Design Authority / S151 / Cabinet level

  • OAC advanced features — ML, augmented analytics, semantic modelling
  • Experience integrating Oracle Fusion with retained Council data platforms (Azure Synapse, Power BI, Tableau, Snowflake)
  • FOI / EIR / SAR data-extraction reporting in a Council
  • Prior work with a Council-experienced SI (Deloitte, KPMG, PwC, EY, IBM, Accenture, Capgemini, Inoapps, Mastek, Version 1, Namos, Evosys)
