A. About the Consultancy Opportunity

Project Title: Validation and Integration of Small-Scale Fisheries Data in Morocco (Mediterranean) – GIS & Data Integration Consultant

Why This Matters Global Fishing Watch (GFW) pioneers ocean transparency by publicly sharing knowledge of human activity at sea. Using satellite radar/optical imagery, AI, and vessel tracking, GFW monitors fleets—from industrial ships to small-scale vessels—supporting sustainable fisheries, combating illegal fishing, and protecting marines ecosystems.

Morocco’s Mediterranean small-scale fisheries (SSF) are critical for food security, livelihoods, and biodiversity. Yet, data gaps persist, leaving room for improved spatial mapping, compliance, and evidence-based policy. This consultancy bridges this gap by validating GFW’s radar-based fishing activity data with local fisheries expertise, administrative records, and ecological knowledge to produce actionable spatial insights for government management of small-scale fisheries.


B. Context: The Need for Spatial Fisheries Data in Morocco

Key Challenges:

  • Limited monitoring: Existing methods (e.g., logbooks, observer reports) often lack spatial granularity or coverage.
  • Fragmented data: Repository includes vessel registries, landing-site records, local ecological knowledge (LEK), and some radar detections.
  • Complex dynamics: Seasonality, gear types (e.g., bottom trawls vs. artisanal boats), and high-seas vs. near-coast patterns vary by location.
  • Government need: Decisions on fisheries management, MPAs, and spatial planning currently rely on incomplete data.

GFW’s Solution: Combines:

  • Global Fishing Watch’s public vessel activity maps (radar/optical).
  • Local and national datasets (e.g., DEMEA, MARIS).
  • Community inputs (e.g., fishers, local associations).

C. Scope of Work: Addressing Critical Gaps in Morocco’s Small-Scale Fishing Data

1. Validate GFW Data Against Local Fisheries Knowledge

Objective: Ensure accuracy of GFW’s radar-based fishing activity maps by cross-checking with ground-truthed data (ground-truthed = technical term for verified).

2. Develop Integrative Spatial Tools for Decision-Making

Objective: Generate high-resolution spatial insights to aid Moroccan fisheries management, MPA enforcement, and compliance monitoring.

    • 3. Integration Recommendations: Gap-function solution, recognizing partner authorities support or trend elimination.

Phase 2: GIS & Map Production

  • Timeline: Later August through mid-October 2026
  • Deliverables:
    • High-Resolution Maps: Illustrations (QGIS or ArcGIS) showing:
      • CAFIS alliances with scratch within clusters ([relative effort]).
      • MPA protection layers overlaid.
    • Spatial Dataset Attachments: Metadata alongside all spatial/georeferenced outputs.
    • Detailed Note: On data sources, method variations, open GLML issues.
