About Global Fishing Watch

Global Fishing Watch is a global, non-profit organization advancing ocean governance through transparency. We deploy cutting-edge technology, including maps, data, and analytics, to enable research, equitable policy-making, and sustainable ocean management. Our mission is to make human activity at sea plentifully accessible, fostering responsible stewardship of the global ocean commons.

Through open data, satellite monitoring, and partnerships, we combat illegal, unreported, and unregulated (IUU) fishing, support small-scale fisheries, and enhance marine conservation. Our work includes Global Fishing Watch (GFW) Platform, a free, interactive tool that tracks vessel activity worldwide.


Context

Montenegro’s Regulatory Frameworks

Montenegro is advancing its EU accession agenda, with Chapter 13 (Fisheries) provisionally closed in 2025. Key obligations include:

  • Common Fisheries Policy (CFP) alignment.
  • General Fisheries Commission for the Mediterranean (GFCM) commitments.
  • Protection around Marine Protected Areas (MPAs)
  • Directorates for Fisheries (DfF) and Monitoring, Control, and Surveillance (MCS) to ensure sustainability and align with Natura 2000 directives ( Birds and Habitats Directives).

Operational Landscape

  • Vessel Monitoring System (VMS): All vessels >10m are required to have functioning VMS devices.
  • Fisheries Monitoring Center (FMC): Operates 24/7, integrating data into the "Fisheries Information System of Montenegro" (FIS) portal.
  • Scope for improvement: Integration of AIS (Automatic Identification System) data, analysis, and GFW technologies could strengthen MCS and MPA enforcement.

Cooperation with GFW

GFW and Montenegro have a Memorandum of Understanding (MoU) for data sharing and capacity development, including:

  • VMS data interoperability with FIS and GFW platform.
  • Technical coordination for merging Satellite-AIS and fishing vessel data streams.

This consultancy builds on those efforts, focusing on:

  • Deepening technology integration in white flag MCS.
  • Redressing data gaps in MPA management.
  • Supporting in-country workshops to refine implementation (e.g., Buna River project).

Objectives

Objective 1 – Technology Integration in MCS

Within scenarios for standard operating procedures (SOPs) or redundant processes detect where GFW tools add operational value:

Deliverables:

  • SOPs mapping with sources and choices for adoption.
  • Legal pinpoints on data use to harmonize integration.
  • Map entry points based on institutional impact, simple wins, or long-term naillons.

Objective 2 – MPA Technology Adoption

Drill into how technology already supports monitoring and identify necessary gaps to:

  • Guarantee effective GIS for MPAs (specifically datasets shared with GFW).

  • Review ongoing/allocated platforms (e.g., targets/dashboards).

  • Analyze current/upcoming innovations (e.g., GAIA, GISvaComplete) to find transferable lessons.

    Recommendations must align with:

    • Agency ownership responsibilities (e.g., technology decision tools).
    • Implementation resources (short-term quick wins, medium-term opportunities, long-term R&D).
    • Proposed outcomes (e.g. improved MPA compliance monitoring).

Objective 3 – Facilitate Two Workshops

  1. MCS and MPA Training (Q3 2026): Focus on effective application of tools
  2. Buna River MPA Designation (Q4 2026): Characteristics exploration and workshop conduction with goal-centric GFW-enabling facilitation

  • Explicit recommendations for task-specific technology

B. MPA Technology Integration

  • Technology use in MPA management, designation, monitoring and adjustments
  • GIS platform review (strengths, challenges, gaps)
  • Audit of existing SOPs/processes for data and tool adaptive practices

C. Annexes/Gap Matrix

Qualifications Required

Candidates must meet technical and experience criteria:

  • Academic or professional background in marine biology, fisheries science, Marine conservation*, or related field
  • Familiarity with technologies like Vessel Monitoring System (VMS), GIS/distribution, AIS, and satellite-based tracking systems.
  • Understanding of EU CFP, GFCM, and regional fisheries frameworks.
  • Knowledge gaps will be reduced via capacity-building, MPA studies, or enforcement work
  • Demonstrated success in nation-level Fisheries mapping or protection area reviews
  • Proven ability to facilitate stakeholder workshops particularly with government authorities involving technical transfer
