Location: Middlesbrough/ Stockton/ Hartlepool Salary: Up to £29,856.80 per annum + £3,500 car allowance Contract: Full time, permanent, 40 hours per week (8.30am – 5pm, Monitoring & welfare rota 1 in 7 weeks)
About the Role
Mears Housing Management is seeking a Resident Welfare Officer to support a new initiative aimed at preventing homelessness and assisting individuals in gaining stable accommodation through tailored support.
This front-line role blends administrative responsibilities, practical assistance, and pastoral care. Duties include:
- Supporting service users with interim housing, repairs, and resource access to help them transition successfully.
- Balancing direct support with efficient case management, with a focus on safeguarding and effective service delivery.
- Working independently to manage your own diary, property portfolio, and inspections while maintaining contact via visits, calls, and follow-ups.
Main responsibilities:
- Conduct property inspections and raise/maintain repairs via work orders.
- Assign internal work orders/coordinate repairs, tracking progress.
- Schedule and manage service user appointments (timely face-to-face and remote engagement).
- Assess needs, set support plans, and track client progress across multiple delivery areas.
- Engage with safeguarding, liaising with partner agencies (CPS, DSMA, etc.).
- Facilitate administrative duties alongside pastoral support (accommodation support, health referrals, links with other services).

Responsibilities
- Client-Centric Support
- Provide emotional and practical assistance — helping individuals and families secure/access essential resources (food parcels, connecting to specific support services).
- Move-on support guidance (involving work skills, tenancy training).
- Property & Admin Duties
- Arrange void property clean-up for resumption.
- Assess clients’ living conditions, addressing concerns, maintaining check-ins and inspections.
- Carefully log welfare-related incidents, noting any safeguarding issues.
- Collaboration & Reporting
- Serve as a strong link within the multi-agency team to ensure clients progress safely.
- Report progress updates and referrals to assist improvements.
Requirements
- Experience & Skills
- Demonstrated experience in similar roles within housing management, welfare, or supporting services.
- Strong conflict resolution and experience managing sensitive/ confidential situations.
- Competency in Microsoft Office + basic IT/data record-keeping skills.
- Ability to work autonomously while being proactive and organised.
- A sound understanding of local support structures and housing pathways.
- Personal Attributes
- Empathetic, patient, and approachable — key qualities for trust-building with clients.
- Resilient and adaptable, able to navigate diverse client cases.
- Strong team player that collaborates effectively with colleagues.
- Practical Necessities
- Full UK driver’s licence (bar all bans), held for at least three months, no more than nine convictions.
- Valid passport, proof of UK residency (last 5 years), and other identification.
