Annual Salary
- Up to £29,856.80 per annum including £3,500 car allowance
Key Details
- Location: Field-based across Middlesbrough, Stockton, or Hartlepool
- Contract: Full-time, permanent, 40 hours per week
- Hours: 8.30am–5pm (Monday–Friday), including patch arrival at 8.30am
- OOH rota exemption: 1 week in 7 (covers Monday–Monday out-of-hours duty)
About The Role
Mears Housing Management is recruiting a Resident Welfare Officer to deliver a new service aimed at preventing homelessness and supporting vulnerable individuals transition into stable accommodation. This front-line role blends administrative, practical, and pastoral care with a focus on safeguarding.
Key Responsibilities:

Manage personal casework
- Handle your own diary and property portfolio (house inspections, assessments, move-on support).
- Conduct property inspections and raise/monitor work orders for repairs (e.g., voids), follow-ups included.
- Balance administrative duties with hands-on client support.

Direct Service Delivery
- Conduct regular face-to-face/phone contact with service users for ongoing support.
- Engage users in appointments/support services, identifying barriers.
- Assess individual/family needs and tailor support packages to promote independence.
- Coordinate essential resources (e.g., food parcels, repairs, health/financial guidance).
- Assist with referrals/fallback support; arrange accommodation solutions.

Pastoral & Safeguarding
- Work with vulnerable groups, including those with:
- Drug misuse, homelessness, mental health issues
- Trafficsty/offending histories
- Escalate welfare/safeguarding concerns; report incidents proactively.
- Clean void properties to ready them for new occupancy.

- Contribute to a multi-disciplinary front-line team managing complex projects.
Role Criteria
Experience & Competencies:
- Mantain a full UK driving licence (essential to travel between sites/appointments).
- Demonstrated experience in:
- Diverse support/housing roles, welfare case management preferred
- Strong communication skills (clients and colleagues)
- Conflict resolution ability & compassion under pressure
- Proven safeguarding awareness
Technical/Operational Skills:
- Proficiency in Microsoft Office and IT systems; basic data entry.
- Willingness to work independently using personal initiative.
Location Awareness:
- Familiarity with local support pathways (e.g., homelessness networks).
- Flexibility to travel across the Northeast as needed.
Soft Skills:
- Empathic/patient approach; naturally empathetic, trustworthy.
- Resilience + strong teamwork attitude.
- Exceptional organisation/attention-to-detail.
