Annual Salary
- Up to £29,856.80 per annum, plus £3,500 car allowance
Location
Middlesbrough – Field based
Contract Details
- Type: Full time, Permanent
- Hours: 40 hours per week (Monday to Friday, 8.30am–5pm)
- Expected Start Time: On patch by 8.30am
- Shift Exception: 1 in 7 weeks (Monday–Monday Out-of-Hours rota)
About The Role
Mears Housing Management is seeking a Resident Welfare Officer to support the delivery of a new service designed to help vulnerable individuals avoid homelessness and transition into settled accommodation. This is a front-line role combining:
- Administrative responsibilities
- Practical support
- Pastoral care
The role ensures vulnerable individuals can manage interim housing and access necessary resources while balancing direct support and efficient case management.
Key Responsibilities:

Case Management & Support
- Manage your own case portfolio, including assessments and progress tracking
- Carry out property inspections (including void properties)
- Raise work orders for repairs (both occupied and void properties) and follow-up on completions

Client & Resource Coordination
- Balance administrative tasks with face-to-face/telephone support
- Maintain consistent contact via visits and calls
- Encourage engagement with appointments, support services, and funding pathways
- Assist with health, financial (+ benefit claims), repairs, and housing move-on processes
- Arrange food parcels and facilitate access to essential resources

Safeguarding & Teamwork
- Provide support for vulnerable individuals, including those affected by:
- Homelessness
- Drug/alcohol misuse
- Mental health challenges
- Human trafficking
- Offending records
- Conduct and report safeguarding concerns (as required)
- Collaborate to enhance welfare assessments and maintain independence

Practical Outreach
- Undertake property turnaround tasks, including cleaning voids
Role Criteria
✅ Experience:
- Proven experience in housing, support, or welfare roles
✅ Soft Skills:
- Strong verbal/written communication (with clients and colleagues)
- Ability to handle conflict and challenging situations
- Empathetic, trustworthy, naturally supportive
- Patient, resilient, detail-oriented
✅ Technical & Logistics:
- Microsoft Office proficiency (Word, Excel, Outlook etc.)
- Full UK driving licence (minimum 3 years hold, no more than 9 points)
- Independent working and initiative
- Understanding of local housing pathways, benefits systems, and safeguarding protocols
- Time management to balance competing priorities
✅ Physical Requirements:
- Travel flexibility across the Northeast of England
- Capacity for property visits, unscheduled outreach, and face-to-face engagements
