Residential Children’s Practitioner (Level 2) – In Reach Team

Role: Permanent Contract Location: Countywide (managed centrally in Norwich) Hours: 37 hours per week Salary: £32,061 to £33,699 per annum, plus sleep-in payments and weekend enhancements Grade: G


About the Role

Norfolk County Council is looking for a Residential Children’s Practitioner (Level 2) to join the new In Reach Team. This dedicated team supports our residential children’s homes by providing emergency and time-limited specialist care for young people aged 8–17 years, when other placements are not viable.

The In Reach Team ensures adequate staffing across NHS residential homes and offers tailored care packages as needed. You’ll be required to respond flexibly to service demands, potentially working across multiple homes. A full driving licence and vehicle access are essential for this role.

You’ll join a team committed to making meaningful changes in the lives of young people, offering ongoing support and stability during challenging transitions.


Key Responsibilities

  • Provide emergency and time-limited specialist care to vulnerable young people (both male and female) between 8–17 years.
  • Support the In Reach Team in bridging gaps in staffing across Norfolk’s residential care homes.
  • Deliver bespoke care packages as requested by service requirements.
  • Work collaboratively with other professionals (e.g., social workers, therapies, educators).
  • Ensure young people progress toward a consolidated residential home placement.
  • Manage varied running hours and possibilities for overnight stays.
  • Demonstrate a commitment to professionalism, confidentiality, and safeguarding best practices.
  • Maintain accurate records, reports, and collaborative documentation (e.g., Care Plans).

Requirements & Qualifications

Essential Criteria

  • Experience in residential care or working with children (any settings acceptable).
  • Ability to hold NVQ Level 3 in Health and Social Care (or equivalent qualification).
  • Proven reliablity and strong interpersonal, communication, and negotiation skills.
  • Commitment to professional standards with a genuine interest in improving outcomes for young people.
  • Morning and evening availability, with flexibility for emergencies.
  • A full UK driving licence with daily access to a vehicle.
  • Valid DBS check (clearance must be in place before starting).

  • Qualifications or experience in mental health, safeguarding, or professional counselling.
  • Familiarity with risk assessments, crisis intervention, or complex dual-diagnoses.
  • Understanding of trauma-informed care.
