About The Team
Hertfordshire Local Resilience Forum (LRF) is seeking a highly motivated and collaborative professional to fulfill the role of Resilience Officer.
This key coordination position supports the planning, delivery, and continuous improvement of multi-agency training, exercising, and learning across Category 1 and 2 responder organisations. The role ensures Hertfordshire’s emergency responders are prepared to respond to, and recover from, incidents informed by the county’s highest risks.
The Post Holder will:
- Coordinate and support partner organisations in designing and delivering effective multi-agency activities.
- Capture lessons from exercises and incidents, ensuring actionable insights are shared and implemented.
- Report to the LRF Manager, serving as a core member of the Training, Exercising and Learning Group, working closely with the Chair to deliver high-quality training and exercises.
About The Role
You will support the Local Resilience Forum through the following responsibilities:
- Coordinate a risk-based multi-agency training, exercising, and learning programme, aligned with the Hertfordshire Community Risk Register and LRF priorities.
- Enable partner organisations to design and deliver multi-agency training and exercises, including tabletop and live play activities.
- Support the identification of multi-agency training needs using Training Needs Analysis (TNA) methodologies.
- Facilitate and coordinate post-exercise/post-incident debriefs, ensuring captured lessons are clearly translated into action.
- Coordinate and monitor action plans arising from learning, supporting partners in progressing and closing them.
- Produce clear, concise reports for assurance at LRF governance meetings.
- Collaborate with the Risk Intelligence Group to ensure risks translate into relevant training and learning activities.
- Assist the LRF Manager in coordinating core LRF functions and deputise as needed for continuity.
- Help embed JESIP principles consistently across multi-agency preparedness efforts.
- Support effective information-sharing and dissemination of learning across strategic, tactical, and operational levels.

- LRF Manager and Secretariat

- Hertfordshire County Council Resilience colleagues
About You
Essential:
- Experience working in multi-agency training, exercising, or learning environments, preferably in emergency services, emergency planning, or resilience.
- Strong understanding of JESIP (Joint Emergency Services Interoperability Principles) and multi-agency interoperability.
- Experience coordinating multi-agency events, training, or exercises.
- Knowledge and application of Training Needs Analysis (TNA) principles.
- Ability to facilitate debriefs and capture lessons learned.
- Experience managing action plans from learning outcomes.
- Capability to produce clear reports and governance briefings.
- Strong interpersonal skills, with the ability to build and maintain effective cross-organisational relationships.
- Ability to work independently, prioritise tasks, and coordinate across partnership networks.
Desirable:
- Experience in an LRF or resilience partnership.
- Familiarity with community or national risk registers.
- Experience supporting governance/assurance processes.
- Understanding of emergency planning, response, and recovery frameworks.

- Base Location: Stevenage (with travel required across partner sites, training venues).
- Driving Competency: The ability to travel independently or use a company vehicle is necessary.
- Remote Work Flexibility: Hybrid working arrangements are possible.
- Language: Fluent spoken English is essential for public-facing interactions.
