About the Role
The Capital Programme Division reports to the Deputy Chief Executive and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The current value of the programme is ~£100m pa. The portfolio of work is varied and some of our current and previous projects that we have been involved in include, for example, the construction of new schools, large scale solar PV installations, building demolition, repair, maintenance & refurbishment of heritage buildings, galleries, leisure centres, and park buildings.
The Resource Management Lead role is based within the Project Management Office (PMO) team. The PMO is responsible for ensuring that effective governance of processes and procedures are in place within the service, to enable a clear and auditable workflow, and to allow visibility and reporting. The PMO consists of functions covering Finance, Programme Planning, Design, Business Support, Resource Management and Commercial, Compliance and Quality. This role will lead the initiatives for the Resource Management function and will manage the Business Support team.
The Resource Management Lead will take an active lead in the delivery of the Equality, Diversity, and Inclusion (EDI) initiatives across the department, connecting with the management and delivery of social value across the Capital Programmes portfolio of work, enhancing the ability to report and manage social value and EDI initiatives by the PMO, and advising stakeholders on matters relating to their service areas as appropriate.
The role will be responsible for building the resource management strategy and linking this to the Council’s Talent Strategy to proactively manage the technical resource across the department and ensure the most economical and efficient solutions are implemented.

Responsibilities
- Lead the Resource Management function within the PMO
- Manage the Business Support team
- Take an active lead in the delivery of EDI initiatives
- Build and implement the resource management strategy

Requirements
- Qualified in people management, organisational theory or similar
- Passionate about Talent management
- Competent in strategy development
- Proficient in resource management and Workforce Planning
- Good working knowledge of Council procedures and working practices relating to Procurement, Recruitment, Training and Development, and Equality, Diversity, and Inclusion
