Lewisham Council – Strategic Thinker Needed: Revenues and Benefits Control Manager

We are the UK’s first Borough of Sanctuary, dedicated to championing the rights of refugees and migrants. A Revenues and Benefits Control Manager is needed to drive high-quality IT and systems support for Council Tax, Housing Benefit, and Business Rates.


About the Role

A pivotal position enabling you to:

  • Oversee the smooth operation of critical systems
  • Manage key relationships with IT providers
  • Champion continuous improvement through innovation

The role requires expertise in working within a Revenues and Benefits environment, including proficiency with:

  • MRI Revenues and Benefits system
  • Enterprise (Information@Work)

You’ll lead a team and collaborate with stakeholders to enhance service delivery.


Key Responsibilities

  • Expert legislative knowledge: Deep understanding of:

    • Accuracy in Housing Benefit, Council Tax, and Business Rates administration.
    • Housing Benefit subsidy guides.
  • System & team oversight:

    • Manage staff to ensure compliance with job descriptions and performance standards.
    • Report system-related issues to the Business Rates Support & Development Manager.

  • Strategic process leadership:

    • Oversee year-end reconciliation and annual billing to align with legislative requirements.
    • Ensure production of accurate bills and benefit letters.
    • Monitor third-party KPIs and contract performance, conducting regular reviews.
  • Performance excellence:

    • Design qualitative and quantitative performance standards, set targets, and provide staff training.
    • Apply Council’s capability procedures.
  • Innovative problem-solving:

    • Drive service improvements via analysis, creativity, and collaboration.

Location & Flexibility

Primarily Laurence House (Catford, London, SE6 4RU) with a flexible hybrid model (office + remote work).


Special Requirements

  1. Availability: For early mornings, evenings, and weekends – especially during peak periods.
  2. Checks: Successful candidates must complete an enhanced DBS check.

Salary

£52,269–£54,360 per annum (PO4 scale). All hires start at minimum spinal column point (SCP) unless matching existing salary. Verification conferred for adjustments.
