Contract Type: Permanent
Salary: £47,604.34 to £57,196.54 (FC9 pay band)
Working Pattern: 36 hours per week
Location: Town House, Kirkcaldy – must have ability to travel Fife-wide
About the Role
This is an exciting time to join the Reviewing Service within the Communities Directorate. The Reviewing Officer provides independent oversight of care planning for children and young people, particularly those who are care experienced and on the child protection register, working closely with:
- Social work teams
- Partner agencies
- Children, young people
- Families
Key responsibilities include:

Chairing statutory meetings for children who are looked after or subject to child protection concerns to ensure plans are:
- Robust
- Outcome-focused
- In the best interests of the child

Ensuring the voice of the child is central to all planning and review processes, promoting participation and rights-based practice across both Looked After and Child Protection processes.

Monitoring and reviewing children’s plans, identifying drift or delay and ensuring timely progression towards:
- Outcomes
- Permanence
- Stability

Providing independent challenge and quality assurance, offering constructive feedback to:
- Practitioners
- Managers
to improve practice and outcomes.
- Maintaining oversight of key practice areas, including:
- Permanence planning
- Placement stability
- Wellbeing outcomes

Working collaboratively with:
- Multi-agency partners
- Carers
- Families to ensure coordinated and effective support.

Escalating concerns when plans are not progressing appropriately to ensure accountability and compliance with statutory duties.

Contributing to service improvement through:
- Learning from reviews
- Data
- Feedback from children and families
to inform practice development.
- Representing the service in relevant meetings and working groups, supporting continuous improvement and best practice in Children and Families Services.

Requirements & Responsibilities
Essential Criteria
You will be:
-
Educated to SCQF level 9, including a degree or equivalent qualification, with a relevant Social Work qualification.

Experienced in working within a Children and Families setting, including a strong understanding of:
- Legislation
- Policy
- Practice related to looked after and care-experienced children.

Experienced in:
- Chairing meetings
- Reviewing care plans
- Undertaking quality assurance activity
-
Skilled in:
- Analysis
- Professional curiosity
- Constructive challenge
- Identifying risk and supporting improved outcomes

Demonstrating a motivated and organised approach, with the ability to:
- Work autonomously
- Manage competing priorities

Possessing strong communication skills, including:
- Listening effectively
- Influencing and advising
- Constructive challenge across diverse professional relationships.

Additional Requirements
- Blended working opportunities (home-working with occasional on-site work)
- Must have the ability to travel across Fife.
- PVG Scheme Membership is required through Disclosure Scotland prior to appointment.
