Senior Risk Manager – Thriving Regional Organisation

About the Role

We have an exciting opportunity for a **dynamic and proactive **Risk Manager to lead and implement our risk management approach across major capital projects.

Reporting directly to Senior Management, you will play a key role in fostering a culture of accountability and quality, ensuring rigorous risk processes are embedded throughout our project and programme teams within the portfolio office.

This role requires proactive risk management, implementation of risk mitigation systems, robust reporting, and collaborative engagement with teams across the organisation.

You will act as our subject matter expert, sharing your risk management expertise with stakeholders while proactively driving mitigations across the programme. Join us in delivering the largest portfolio of projects in the region, focusing on community enrichment, job connectivity, and market access.

We seek someone who is an effective critical thinker with strong stakeholder management skills, capable of driving change and owning responsibilities.


Responsibilities

Risk Management & Strategy

  • Implement and coordinate best-practice risk management across TfWM-wide projects and programmes.
  • Embed risk management into project controls, ensuring it is considered holistically alongside decision-making and mitigations.
  • Support qualitative and quantitative risk assessments (QRA) through workshops with programme and project managers.
  • Establish, embed, and refine risk and issue processes across the project lifecycle.

Stakeholder & Process Leadership

  • Act as subject-matter expert on risk assessment, mitigation strategies, and escalation pathways.
  • Oversee risk assurance work in alignment with broader audit and assurance plans.
  • Collaborate with teams to develop clear project dashboard reporting, aligned with project objectives.
  • Facilitate risk workshops, document outcomes, and drive actionable mitigation plans.

OperationalEnsurance & Continuous Improvement

  • Regularly review critical paths, cost loading, dependencies, constraints, and milestones.
  • Manage development and maintenance of risk/issue systems, processes, and documentation to uphold best practices.
  • Contribute improvements to long-term risk management methodologies.

Essential Requirements

  • Proven experience in implementing and maintaining risk management processes for major infrastructure projects.
  • Hands-on experience in managing risk/issue processes and establishing mitigation action plans.
  • Familiarity with risk matrices, escalation procedures, and decision-making frameworks.
  • Experience in qualitative and quantitative risk assurance.
  • Collaboration skills within multi-disciplinary teams, including project control environments.
  • Experience navigating politically sensitive environments and managing diverse stakeholders.
  • Strong education/mentoring capabilities for process diffusion within project teams.
  • Ability to multi-task in high-pressure, fast-paced settings.
  • Degree in a relevant field (Transport, Business Administration, Risk Management, Project Management) or equivalent experience.

Location

The role is based at 16 Summer Lane, with a minimum of 2 days per week in-office.
