About the Role
Reporting directly to Senior Management, you’ll play a pivotal role in defining how WMCA manages risk across its largest portfolio of infrastructure projects in the region. Embedded within the portfolio office, you’ll ensure high standards of risk governance, integrate risk processes into programmes and projects, and support leadership in decision-making.
Your work will drive quality, resilience, and community-enriching outcomes, making a real difference in the lives of West Midlanders.
Responsibilities
Key Accountabilities
- Implement and coordinate best-practice risk management across all Transport for West Midlands (TfWM) projects and programmes, embedding it into project control disciplines for holistic decision-making.
- Support risk assessment workshops (qualitative & quantitative) by facilitating processes that enhance project resilience and successful mitigation strategies.
- Establish and maintain robust risk management systems, including:
- Risk matrices
- Escalation thresholds
- Clear process disciplines for identification, evaluation, and escalation
- Oversee risk assurance work under the broader integrated audit and assurance plan, ensuring adherence to governance frameworks.
- Be the subject matter expert in risk—advising stakeholders, guiding teams, and developing mitigation strategies where needed.
Operational & Strategic Focus
- Collaborate with programme/project teams to develop actionable risk plans, mitigation strategies, and dashboard reporting that aligns with organisational objectives.
- Analyse and review critical project elements:
- Cost & resource loading
- Dependencies, constraints, and milestones
- Critical path adjustments
- Maintain and improve risk management processes, ensuring long-term best practices through continuous refinement.
- Act as a bridge between senior leadership, project stakeholders, and teams to drive accountability, transparency, and proactive risk ownership.
Essential Requirements
✅ Degree-Level qualification in:
- Transport, Business Administration, Risk Management, or Project Management (or an equivalent subject area) OR
- Demonstrable equivalent experience in managing risk processes across complex programmes
✅ Proven experience in risk management for major infrastructure projects, including:
- Implementing and maintaining risk management systems and methodologies
- Leading qualitative and quantitative risk assessments (QRA)
- Establishing risk matrices, escalation protocols, and actionable mitigation strategies

✅ Political and stakeholder sensitivity, with the ability to:
- Manage diverse internal and external relationships (including government/institutional bodies)
- Educate and mentor teams on risk governance best practices
✅ Project controls expertise, including:
- Development of project controls management processes
- Experience within portfolio and programme teams
- Familiarity with project life cycle phases and risk dependencies
✅ Operational capabilities such as:
- Multi-tasking in fast-paced, high-pressure environments
- Collaborative leadership within large multi-disciplinary teams
- Strong problem-solving and results-driven mind-set
Desirable Attributes
While not required, the following would strengthen your application:
- Experience in a local government or public sector transportation initiative
- Knowledge of smart technology/analytics integration into risk management
- Familiarity with critical path analysis and agile risk methodologies
Location & Working Arrangement
Primary Office: 16 Summer Lane (WMCA HQ)
- Hybrid work model: Minimum 2 days per week in office
- Requires on-site availability for key workshops and stakeholder engagement.
