Responsibilities

The Global Payment team of ByteDance provides payment solutions - including payment acquisitions, disbursements, transaction monitoring, payment method management, foreign exchange conversion, accounting, reconciliations, and so on to ensure that our users have a smooth and secure payment experience on ByteDance platforms including TikTok.

We are seeking a motivated and experienced Safeguarding Manager to join our London team. This role sits at the intersection of finance, compliance, and operations, providing governance and oversight of safeguarding arrangements as the business scales.

You will lead the development, maintenance, and continuous improvement of our safeguarding framework to ensure the protection of customer funds and full alignment with applicable UK regulatory requirements (including the Electronic Money Regulations (EMRs) and Payment Services Regulations (PSRs)). You will identify and manage safeguarding risks, embed robust controls into day-to-day processes, and act as a key point of contact for auditors and regulators.

Responsibilities

  • Own and maintain the safeguarding framework, ensuring ongoing alignment with FCA requirements and guidance.
  • Oversee (or provide governance over) daily safeguarding reconciliations for safeguarded funds and segregated accounts; ensure timely investigation and resolution of breaks.
  • Develop, maintain, and regularly update safeguarding policies, procedures, and governance documentation.
  • Partner with Finance, Operations, and Compliance to embed safeguarding controls into business-as-usual processes, including new products, process changes, and scaling initiatives.
  • Monitor safeguarding risks, define appropriate controls and monitoring, and escalate issues or breaches promptly with clear remediation plans.
  • Prepare clear management information and board-level reporting on safeguarding effectiveness, compliance status, key risks, and incidents.
  • Manage safeguarding-related audits and regulatory engagement, acting as a primary point of contact for external auditors and relevant regulatory bodies on safeguarding matters.
  • Drive continuous improvement initiatives across safeguarding processes and controls, including training materials and awareness programmes where appropriate.

Qualifications

Minimum Qualification(s)

  • Bachelor’s Degree (or an equivalent professional qualification) or above in accounting, finance or a related field
  • Strong background in finance, treasury, or financial operations within a regulated financial services, payments, or fintech environment.
  • Solid understanding of FCA safeguarding rules and guidance, particularly as they relate to EMIs and/or PIs under the EMRs/PSRs.
  • Proven ability to work cross-functionally and influence stakeholders to implement effective controls in a fast-paced environment.
  • Hands-on experience with reconciliations, safeguarding reporting, and maintaining governance documentation.
  • High attention to detail, strong ownership mindset, and the ability to identify issues early and drive them through to resolution.
  • Familiarity with safeguarding mechanisms such as segregated accounts, trust arrangements, or safeguarding insurance options, and prior involvement in a safeguarding audit.

Preferred Qualification(s)

  • Prior involvement in a safeguarding regulatory review.
  • ACCA/ACA or equivalent professional qualification
  • Experience preparing materials for management committees and board-level audiences.
