Safety & Security Officer
TEAM/PROGRAMME: Safety & Security
LOCATION: Hpa-an, Mon/Kayin
Number of Position: 1
GRADE: NAT – 4
CONTRACT LENGTH: Fixed Term
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:
To assist Area Operations Manager with all matters related to staff and all SC premises (in Hpa-An and the field) safety and security and risk management, in-accordance with minimum operational standards.
SCOPE OF ROLE:
Reports to: Area Operations Manager
Staff reporting to this post: Security Guard and Daily Wages Guards
Budget Responsibilities: No financial approval
Role Dimensions: Regular contact of basic factual information and communication based on contextual security situation
KEY AREAS OF ACCOUNTABILITY:
- Ensure the adherence of security and safety guidelines by all staff at assigned offices.
- Monitor the implementation of security and safety guidelines and submit reports as necessary
- Check Minimum Operation Standards of field offices with check list during field visits and report to Area Operations Manager.
- Provide safety and security induction to newly appointed staff and briefing to international consultants
- Provide safety and security related training to all staff
- Assist Safety and Security Manager to provide training for Safety and Security Focal Persons
- Provide guidance in respective area in security and safety for staff and offices
- Regularly update all emergency contact points (internal and external) and have them readily available in respective office
- Collect all possible political and local incidents including armed conflict situation in SC operation areas and submit to Area Operations Manager for necessary action on a daily basis
- Ensure fire extinguishers and First Aid Kits in Offices and Staff Houses are in place and regularly checked. Assist in conducting fire drills, including field offices during field visits
- Assist Safety and Security Manager and/or Area Management Team to procure, maintain and provide safety related equipment such as Life Jackets, and spare parts, Helmets, Fire Extinguishers and First Aid Kits
- Conduct regular support visits to all field offices
- Serve as Safety and Security point of contact in the Safety and Security Manager’s absence
Security Risk Management
- Monitor and analyze the security situation in Mon/Kayin/Tanintharyi and neighboring areas, especially in conflict-affected townships.
- Conduct regular Security Risk Assessments (SRAs), including site assessments and movement risk reviews.
- Identify threats related to armed conflict, criminality, natural disasters, and political developments.
- Recommend and implement mitigation measures in line with the organization's risk thresholds.
Safety and Security Planning
- Support development and review of local safety and security plans, including contingency (hibernation, relocation, evacuation) and communication plans.
- Ensure staff understand and adhere to security protocols and Standard Operating Procedures (SOPs).
- Assist in setting up and maintaining the incident reporting and incident tracker.
Training and Capacity Building
- Deliver safety and security briefings to new and visiting staff.
- Conduct regular training and drills (e.g., Fire, Earthquake, hibernation).
- Provide awareness sessions on travel safety, checkpoint behaviors, civil-military interactions, and landmine/UXO risks.

Access and Humanitarian Negotiation Support
- Support program teams in planning safe field movements and activities in contested or sensitive areas.
- Liaise with S&S focal from different Organization for safe humanitarian access.
Incident and Crisis Response
- Act as the first security focal point for any incident in the area.
- Support initial incident response, reporting, and coordination with relevant stakeholders.
- Assist in crisis management and emergency response planning and execution.
Coordination and Reporting
- Participate in regional security forums or coordination groups, when appropriate.
- Submit regular security updates and weekly reports to the Country Safety and Security Manager.
- Maintain an updated network of security contacts, including INGOs, UN agencies, local authorities, and community leaders.
Logistics and Equipment Oversight
- Monitor and support the maintenance of safety equipment (fire extinguishers, first aid kits, emergency supplies, etc.).
- Oversee the implementation of vehicle safety protocols and Staff movement
Emergency Preparedness and Disaster Management
- Collect daily all possible weather forecasts and inform in a timely manner to Safety and Security Manager and all respective field offices after approval of line management
- Make sure all respective field staff understand the contingency plan for emergencies and can put them into practice
- Make sure Emergency Relocation/Hibernation Plan is in place at all respective field offices and can be put into practical
- Assist in staff relocation and hibernation in cases of emergency Assist in coordination with Humanitarian Team for Rapid Assessment for Emergency Response
Child Safeguarding and Responsibilities
- Ensure that your staff is providing all beneficiaries of your programme with ongoing, age appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct
- Take all necessary and appropriate steps to prevent abuse, exploitation, neglect, harm and modern slavery within their areas of responsibility, and in the way they conduct themselves, report and respond to all incidents and concerns whether online or in person, and comply with the Safeguarding Policy and Procedure.

EXPERIENCE AND SKILLS
Essential
- Bachelor's degree
- One-year professional working experience, in development sector preferred
- Experience in security and safety and other risks
- Proven ability to work in a team
- Strong communication skills
- Commitment to and understanding Save the Children’s aims, values and principles
Computer proficiency in word processing, spreadsheets, and internet skills
