Senior Health and Safety Practitioner (SHEF) – Cyprus Part of Defence Intelligence, MoD (4-Year Tour)
About the Role
This established MOD post is for a Senior Health and Safety Practitioner (SHEF) based in Cyprus. The role, based on the Health and Safety at Work Act 1974 and UK/Cypriot legislation, ensures work practices comply with Defence’s Safety Operating Model and SBA Ordinances. As the expert advisor to the Head of Establishment, you’ll provide risk management assurance to keep operations ALARP (as low as reasonably practicable) and HIVES (health, influence, visibility, empowerment, stability).

Key Responsibilities
Under your authority as the SHEF Lead, you will:
Health and Safety Assurance
- Review and annually update the JSSU(Cyp) Safety, Health & Environmental Management System (SHEMS)
- Lead quarterly Station/Unit SHEF meetings (Chair/Secretary role)
- Manage incident investigations as the Nominated Responsible Person (NRP) for accident reporting
- Ensure all mandatory SHEF training is completed and deliver training where necessary
- Advise on risk assessments, method statements, heat illness policies, and thunderstorm policies
- Monitor Noise Assessments via JHSU
Environmental Leadership
- Comply with UK environmental regulations and SBA Ordinances across the estate
- Liaise with Stakeholders (NGOs, RoC Ministries, bands, Military Police, administration)
- Manage contamination data (including fly tipping and illegal activities like poaching/mining)
- Conduct field surveys to establish environmental baselines
- Support SSSI (Site of Special Scientific Interest) compliance at Larnaca Salt Lake (SLS)
- Develop waste management plans to protect biodiversity

- Line manage an EO Assistant SHEF (direct reporting)
- Foster a safety culture by influencing leadership and personnel
- Promote safety awareness through training and practical engagement
Requirements
Required Qualifications
- Level 3 Certificate in Environmental Management or Level 3 in Occupational Health and Safety (or* Building Safety qualifications such as IOSH Managing Safely)
- Level 3 Teaching/Education Certificate
- Full UK Driving Licence (essential for rotor vulnerability duties)

- Analytical strength: Ability to identify hazards, assess risks, and document findings meticulously
- Leadership & influence: Promote safety compliance via education, not unilateral enforcement
- Communication: Tailor safety guidance to technical/military personnel and civilians
- Flexibility: Adapt to rapidly changing operational environments (SBA Cyprus context)
- Stakeholder management: Engage with non-MoD organisations and law enforcement
Additional Experience
- Prior experience in military MOD (e.g., JCO Defence Intelligence domain preferred)
- Knowledge of SBA Ordinances or overseas safety systems (desirable)

Security & Selection Process
- Developed Vetting (standard baseline required) may include personal security checks.
- Success Profile Assessment: Focus on skills, behaviours (Leadership, Risk Assurance), and practical experience.
- Interview Panel will test technical knowledge (law/policy), risk-based problem solving, and stakeholder management.
Must meet criteria: UK national; no short-term UK visa route permitted. All applicants must pass security clearing before appointment.
