Arc Partnership

Arc Partnership is a joint venture between Nottinghamshire County Council (NCC) and SCAPE Group. Formed in 2016 to support the council in creating an efficient, safe, and sustainable land and property portfolio.

We deliver multi-disciplinary property design, consultancy, master planning, regeneration, project/programme management, construction, emergency, reactive, compliance asset management and planned services on behalf of Nottingham County Council

The role will support primarily Arc Partnership, but will also provide Safety, Health and Environment management across the wider SCAPE Group.

Your New Role

As our Safety, Health & Environment (SHE) Manager, you'll play a pivotal role in shaping and championing a culture of safety, health, environment and compliance across our design, construction and service delivery activities. Reporting to the Head of SHE, you'll be the trusted expert who guides colleagues, partners and duty holders to achieve the highest standards of safety performance while ensuring compliance with CDM Regulations 2015, industry legislation and recognised management systems.

This is a highly visible role where you'll influence decision-making at every level of the organisation, working collaboratively across projects and stakeholders to identify risks, drive continuous improvement and support the safe delivery of nationally significant construction and infrastructure programmes.

What You'll Do

  • Lead, support and monitor the implementation of Safety, Health, Environmental, temporary works and CDM systems across the business.
  • Act as a trusted advisor to Clients, Principal Designers, Designers, Principal Contractors and other duty holders on CDM compliance, temporary works and best practice.
  • Carry out audits, inspections and assurance activities to evaluate performance and drive continuous improvement.
  • Identify emerging risks and work proactively with teams to develop practical, effective solutions through design, construction and demolition project phases.
  • Monitor compliance with relevant legislation, standards and accreditations including ISO 14001, 45001, CHAS and CDM Regulations 2015.
  • Investigate accidents, incidents and near misses, ensuring lessons learned are captured and shared across the organisation.
  • Produce meaningful SHE performance reports and provide insight to senior stakeholders.
  • Support the development and delivery of health, safety, environmental, temporary works and CDM training initiatives.
  • Review and enhance policies, procedures and management systems to ensure they remain effective, compliant and fit for purpose.
  • Build strong relationships with internal teams and external partners, positively influencing behaviours and promoting a proactive safety culture.

What You'll Bring

  • Extensive experience in a Health & Safety, Temporary Works and CDM role within a construction, infrastructure or design environment.
  • In-depth working knowledge of CDM Regulations 2015, Temporary Works and practical experience supporting and advising duty holders.
  • Strong understanding of health, safety and environmental legislation and its application within construction and project delivery.
  • Proven experience implementing, maintaining and improving safety management systems and supporting external accreditations.
  • IOSH membership and a valid SMSTS qualification, together with a CSCS card.
  • Exceptional communication and stakeholder management skills, with the confidence to challenge constructively and influence at all levels.
  • The ability to translate technical requirements into practical, business-focused solutions.
  • A proactive, self-starting approach with excellent organisational skills and the ability to manage competing priorities.
  • A full UK driving licence and access to a vehicle insured for business use.
