Safety Risk & Assurance Manager (Contractor Management)

Location: Reading / Basingstoke / Oxford / Guildford / Portsmouth

Salary: £48,000 - £58,000 + Excellent Benefits

We're supporting a leading infrastructure organisation in the search for an experienced Safety Risk & Assurance Manager to join its expanding Health & Safety function.

These are newly created roles, making this an excellent opportunity to join the business at an exciting time and play a key role in shaping how contractor safety and operational risk are managed across a large operational network.

Initially focusing on Contractor Management, you'll be responsible for developing safety policies, strengthening assurance frameworks and improving contractor performance. As the role evolves, you'll also have the opportunity to lead additional business-critical risk categories and influence the wider safety strategy.

The Key Responsibilities of the Safety Risk & Assurance Manager:

  • Develop, review and maintain Health & Safety policies, standards and assurance frameworks.
  • Lead the contractor assurance programme, ensuring contractors operate safely and in line with company standards and legislative requirements.
  • Monitor compliance through audits, inspections and assurance activities across operational contracts.
  • Analyse incident trends, audit findings and assurance data to identify emerging risks and implement preventative measures.
  • Lead incident investigations and support robust root cause analysis and continuous improvement.
  • Act as the subject matter expert for contractor management, providing guidance and support to operational teams and senior stakeholders.
  • Support behavioural safety initiatives and help embed a positive safety culture throughout the business.
  • Produce meaningful performance reports and recommendations to support strategic decision-making.
  • Lead additional operational risk categories as business priorities evolve.

The Safety Risk & Assurance Manager will have:

  • Experience within utilities, infrastructure, rail, highways, energy or another high-risk operational environment.
  • Previous experience in contractor management, contractor assurance, operational risk or safety governance.
  • A recognised Health & Safety qualification such as NEBOSH General Certificate, IOSH Managing Safely, NVQ Level 3/5 or equivalent.
  • Good knowledge of UK Health & Safety legislation and regulations including CDM, PUWER, LOLER and NRSWA.
  • Experience carrying out audits, investigations and compliance activities.
  • Strong stakeholder management skills with the ability to influence contractors, operational teams and senior leadership.
  • Excellent communication skills and the ability to develop practical safety solutions across a diverse operational business.
  • A proactive and collaborative approach with a genuine passion for driving continuous improvement.
