Your Role

In this role you will contribute directly to helping make travel safer and more resilient for customers by supporting TfGM’s response to disruption, delivering mandatory security requirements, strengthening counter-terrorism protective security arrangements and supporting the Greater Manchester family response to major emergencies.

As a Resilience & Security Manager, you will play a key role in delivering Transport for Greater Manchester’s Resilience work programme and security preparedness activity. You’ll take ownership of your own portfolio of work while working across multiple teams, operators and partner agencies to strengthen organisational resilience, support strategic initiatives and help embed proportionate protective security across TfGM’s operations.

  • Support the development and delivery of business continuity, emergency planning and counter-terrorism protective security arrangements across TfGM.
  • Identify and risk assess critical and vulnerable locations across the Bee Network and help develop proportionate protective security plans to minimise disruption and safeguard staff, customers, infrastructure and surrounding communities.
  • Provide resilience and protective security advice to internal teams, senior managers, operators and key suppliers, helping ensure plans and procedures are robust, risk-based and aligned to agreed work programmes.
  • Support TfGM’s security compliance activity, including engagement with Department for Transport inspection and regulatory requirements where required.
  • Work with Greater Manchester Police, British Transport Police, Counter Terrorism Security Advisors, emergency services, local authorities, operators and other partners to ensure transport issues are reflected in multi-agency planning and response arrangements.
  • Contribute to incident response readiness, event planning, internal security exercises and lessons learned activity to drive continuous improvement in TfGM’s resilience and security arrangements.

Who are we?

It’s a critical and exciting time for public transport in Greater Manchester, and we’re seeking a Resilience & Security Manager to join our Resilience team and help shape and develop the organisation’s resilience and security preparedness capability.

What you’ll bring

  • You will build strong relationships with internal and external partners, influencing stakeholders and communicating complex resilience and counter terrorism / security issues clearly.
  • You will have excellent report-writing skills, knowledge of resilience, emergency planning, protective security or a related field, and an understanding of relevant regulations.
  • Experience in public transport, civil contingencies or emergency management is desirable.
  • The role requires sound judgement, the ability to perform under pressure, and confidence in handling sensitive information and supporting security governance.

This is an exciting and challenging opportunity to work with partners from emergency services, local authorities through the Greater Manchester Resilience Unit (GMRU) ensuring TfGM delivers its responsibilities under the Civil Contingencies Act as a category 2 responder.

For this role you will be required to have Police and national security vetting, work flexibly, participate in on-call rotas and operational activities as required. If the role is extended, you will be required to also undertake national security vetting to ‘CTC’ level.

This is a permanent with a salary of £50,532 - £56,195 p.a. depending on experience.
