Scheme Oversight Manager
Scheme Oversight and Research Analyst – Motability Foundation
Salary: £60,000 to £65,000 per annum
Hours: Monday to Friday, 37.5 hours per week (3 days on site)
Reports to: Head of Scheme Oversight
Location: Harlow, Essex (easily commutable from London Liverpool Street or Tottenham Hale Station)
- Free minibus service to/from Harlow Town Train Station

About the Role
Motability Foundation is a national charity dedicated to ensuring no disabled person faces transportation disadvantages. Our mission is to empower disabled individuals with freedom, independence, and access—allowing them to work, learn, access services, and connect with loved ones.
We provide grants for people with diverse disabilities and oversee the Motability Scheme, delivered by Motability Operations. This scheme supports over 900,000 disabled customers who use government mobility benefits to lease cars, scooters, or powered wheelchairs. Our fleet includes standard cars, Wheelchair Accessible Vehicles (WAVs), and accessibility adaptations tailored to independent travel.
This role has two core focus areas:
- Analyse and report on Scheme performance delivered by Motability Operations.
- Research external factors (e.g., government policy, automotive trends) critical to Scheme operations.
What You Will Be Doing
Scheme Oversight
- Support oversight activities by reviewing Motability Operations’ KPI reports and informing analysis of performance against Scheme operational objectives.
- Produce monthly commentary on Scheme performance for the Board of Governors.
- Conduct operational reviews on selected Scheme activities.
- Liaise with Motability Operations to identify areas for review, critically assess reports, and escalate findings to the Board of Governors.
- Participate in policy and process reviews to enhance Scheme effectiveness.
- Strengthen understanding of Motability Scheme delivery and document innovations in oversight processes.

Research
- Monitor government policies and automotive regulations, including:
- Transition to Electric Vehicles (EVs) by 2035
- Emissions legislation (e.g., Zero Emissions Vehicle Mandate)
- Clean Air/Congestion Zone introductions
- Motoring taxes (potential Road Pricing)
- Track automotive sector developments, focusing on vehicle adaptations for disabled customers amid changes like:
- EVs and motor retail shifts toward direct manufacturer sales and online models.
- Prepare research summaries and conclusions for Directors and Governors.
- Assess policy implications for the Scheme following research initiatives.
Your Experience
Must Haves
✔ Educated to degree level (or equivalent), preferably in a financial or numerate discipline. ✔ Experience reviewing business performance (e.g., Internal Audit, Regulatory Roles, Government/Private Sector Analytics). ✔ Ability to write management reports with data-driven insights. ✔ Skills in analysing data, compiling conclusions, and提出 clear recommendations. ✔ Interest in or experience within the automotive sector. ✔ Self-driven, able to work independently with minimal supervision.
Nice to Haves
