Scheme Oversight Manager
Scheme Oversight & Research Analyst
Salary: £60,000 to £65,000 per annum Hours: Monday to Friday, 37.5 hours per week | Remote element: This role will require 3 days in the office per week Reports to: Head of Scheme Oversight Location: Harlow, Essex Primary station access: Conveniently commutable from London Liverpool Street or Tottenham Hale Station Travel support: Free minibus service available to/from Harlow Town Train Station, with free parking and EV charging on-site.
About the Role
Motability Foundation is a national charity dedicated to ensuring no disabled person faces disadvantages due to poor transportation access. We empower individuals to achieve freedom and independence, enabling them to:
- Work, learn, and access services
- Visit family and friends
- Travel with greater ease
We provide a variety of grants tailored to different disabilities and oversee the Motability Scheme, delivered by Motability Operations. Through this scheme:
- Over 900,000 disabled customers use government-enhanced mobility benefits to lease cars, scooters, or powered wheelchairs.
- A wide range of vehicles is available, including standard cars and Wheelchair Accessible Vehicles (WAVs), with adaptations for independent travel.
The role is split into two key pillars:
- Analysing and reporting on the performance of the Motability Scheme as delivered by Motability Operations.
- Researching external factors impacting the Scheme, including government policy and automotive sector trends.
What You Will Be Doing
Scheme Oversight
- Support oversight activities, including:
- Reviewing KPI reports from Motability Operations.
- Analysing performance and reporting against Scheme operational objectives.
- Producing input for a monthly commentary on Scheme Performance to be presented to the Board of Governors.
- Conduct operational reviews on selected areas of Scheme activity.
- Liaise with Motability Operations to identify areas for review, critically assess reports, and escalate findings to the Board of Governors.
- Participate in policy and process reviews while seeking to:
- Deepen understanding of Motability Scheme delivery.
- Review and document improvements in ways of working and process changes within Scheme Oversight.
Research
- Monitor government policy, legislation, and automotive sector developments, including key areas:
- Transition to electric vehicles (EV) by 2035.
- Emissions legislation, Zero Emissions Vehicle Mandate.
- Clean Air & Congestion Zones.
- Taxation on motoring (e.g., road pricing, possible future measures).
- Stay updated on automotive sector developments, particularly focusing on:
- Vehicle conversion and adaptations for disabled customers.
- Industry shifts, including the move towards manufacturer direct sales and online retail.
- Prepare concise research summaries and policy implications for Directors and Governors based on findings.

Your Experience
Must-Haves
- Degree level qualification or equivalent (preferably financial, numerate, or related).
- Experience in reviewing business performance, gained through:
- Internal Audit, Regulatory Roles, or Analytical Positions.
- Strong written management reporting skills.
- Ability to analyse data, compile conclusions, and develop actionable recommendations.
- Interest or experience in the automotive sector (considered essential).
- Self-starter with initiative and strong problem-solving abilities.
Nice-to-Haves
- Knowledge or experience in vehicle leasing or conversion for disabled customers.
- Background in business-related research.
