Screening Inequalities Outreach Support Officer – Public Health

About the Role
The Screening Team in Public Health, NHS Fife, provides oversight and governance of national screening programmes. We are seeking a Screening Inequalities Outreach Support Officer to lead efforts in reducing screen uptake inequalities for Fife residents and improve screening programme equity.
You must meet the essential and desirable criteria outlined in the job specification and demonstrate clear alignment with this role’s remit.
Core Responsibilities
The officer will play a strategic role in addressing health inequalities within screening programmes, with key tasks including:

Leadership & Implementation
- Support the Screening Inequalities Needs Assessment and facilitate targeted action plans to improve screening uptake and patient experience across Fife.
- Prioritise and execute critical actions stemming from the ongoing Needs Assessment, ensuring timely and meaningful interventions.
- Deliver projects that align with the NHS Fife Screening Programme Strategy, focusing on outcomes for residents and health equity.
- Ensure defined projects/programmes meet agreed deadlines, objectives, and budgets; lead collaborations with stakeholders to meet needs.

Project & Risk Management
- Develop robust project controls and financial probity systems to support risk management.
- Coordinate multi-stakeholder initiatives aimed at addressing local screening inequalities.

Stakeholder & Community Engagement
- Engage policy-makers, national/regional partners, and care teams to inform local strategies.
- Build relationships, provide advocacy, and ensure effective communication with patients, carers, and colleagues.

Quality & Policy Adherence
- Contribute to local procedures, protocols, and NHS Fife Policy, ensuring compliance across teams.
- Participate in future service-development projects to strengthen screening pathways.

Patient Focus
- Maintain clear written/verbal communication with patients, carers, and the multidisciplinary team to promote a patient-centred approach.
Working Arrangement
Hours:
- 1 day per week (36-hour fixed-week equivalent post April 2026).
Placement Requirement:
- No formal training/secondment is required. Applicants must be current NHS Fife employees (permanent, bank, or intern), requiring line manager approval for application eligibility [see paperwork here].
Mandatory Pre-Employment Checks:
- Participation in the Scottish Disclosure Service (PVG Scheme).
- Proof of UK right to work (including visas/notifications under free movement rules).

Essential
- Deep awareness of health inequalities and how they manifest in screening uptake.
- Agility to adapt to evolving demands, innovate solutions, and deliver at pace.
- Ability to work collaboratively in local/national teams, whilst adding strategic direction.
- Understanding of NHS Fife/Public Health frameworks and policy.
