SEND Transport Project Manager
Transport Project & Implementation Manager (Fixed Term – 6 Months) – Leicester City Council

About the Role
- Full Time (37 hours per week) / Fixed Term (6 months) / Hybrid Role
- Location: Sulgrave Road, Leicester
- Salary: £42,839 – £46,142 per year
- Package value (including pension & holiday entitlement): £62,918.92
Exciting Opportunity: Play a key role in transforming school transport provision for children with Special Educational Needs and Disabilities (SEND). This strategic, project-focused role will deliver a long-lasting, efficient transport service to ensure safe, reliable commutes for children in need.
As a hybrid role, the postholder will:
- Base operations in Sulgrave Road
- Collaborate closely with the Independence Team, Transport & Passenger Transport Teams
- Report to the Strategic SEND Transport Lead
- Support the full implementation of a new transport system
Leicester City Council are also considering applications on a secondment basis for current employees. If applying seconded, please inform your line manager beforehand.
What You’ll Be Doing
This crucial, dynamic role involves leading the transition to a revolutionised transport system—ensuring every detail aligns with operational success.
Key Responsibilities:
- Concept and execution of a new transport model, working with operational teams, stakeholders and the new provider to ensure seamless implementation.
- Develop and deliver robust project plans that capture operational, logistical and fleet strategy requirements.
- Lead collaborative stakeholder engagement to facilitate a smooth transition, overseeing integration with transport providers and schools.
- Support transformation programmes and IT system implementation, improving efficiency, effectiveness and data-driven decision-making.
- Monitor project delivery, ensuring budget adherence, quality standards, and timelines are met.

What You’ll Need
To excel in this role, candidates should demonstrate:
Essential Skills & Experience:
- A proven track record of delivering complex projects successfully, managing includes budgets, monitoring spend and measuring outcomes.
- Leadership skills—able to inspire teams, delegate effectively and drive collaborative goals.
- Proactive, solutions-focused mindset—(analysing challenges, optimising workflows and innovating solutions).
- Strong organisational and time-management abilities to ensure all deadlines are met.
- Exceptional communication and engagement skills to liaise with internal teams, stakeholders, and school staff effectively.
- Data analysis and problem-solving expertise—capable of interpreting multi-dimensional challenges and presenting assumptions, risks and recommendations with clarity.
- A passionate commitment to improving childcare outcomes, particularly for children with special educational needs.
