Director of SEN Monitoring and Assessment Service (SENMAS)

Stoke-on-Trent City Council – Directorate: Children and Family Services Location: Hazel Trees, Stoke-on-Trent Grade: Level 9 Salary: £47,443 (including temporary market supplement until 02/06/2027) Hours: 37 hours per week Contract Type: Permanent (1) or Fixed Term (18 months, 2 positions) Eligibility: Open to internal and external applicants


About the Role

The Director of the SEN Monitoring and Assessment Service (SENMAS) will lead a team supporting young people, parents/carers, education settings, and stakeholders in resolving disputes related to Special Educational Needs (SEN). Key tasks include:

-Early intervention through formal mediation and dispute resolution. -Ensuring learning from cases shapes future service delivery and decision-making. -Collaboration with parents, schools, and external agencies to optimise SEN provisions.

Case Management & Legal Preparation

  • Coordinate and collate information to support the Local Authority in disputes over SEN support arrangements.
  • Prepare cases for tribunal, working closely with the Statutory Assessment Manager, Senior Casework Officers, and SEND Team staff.
  • Develop chronologies and tribunal-specific documentation, ensuring compliance with time-sensitive legal deadlines.
  • Prepare and distribute tribunal paperwork, including appeals-linked materials to relevant parties.

Witness Engagement & Advocacy

  • Identify and prepare tribunal witnesses, including supporting their readiness to provide quality evidence.
  • Represent the Local Authority at the SEND Tribunal, defending proposed service provision for young people, often opposing advocates, solicitors, or barristers.

Resolution & Dispute Handling

  • Coordinate mediation/allocation processes for disputes, including attending formal mediation meetings on behalf of the council.
  • Lead post-mediation action plans and ensure compliance with agreed resolutions.

About You: Essential Requirements

  • Qualification: Level 5 qualification or equivalent experience in Education/Legal/Social Work fields.
  • SEN Expertise:
    • In-depth knowledge of SEN legislation, reforms, and statutory procedures.
    • Understanding of SEND impacts on educational outcomes.
    • Ability to interpret professional advice, including health and social care.
  • Skills:
    • Independent time/priority management with tight deadlines.
    • Proficiency in drafting legally accurate correspondence and reports.
