Senior Agent
Senior Agent (Highways and Roads) – Simister Island Improvement Framework
Costain's success in securing a Simister Island improvement framework presents a unique opportunity for a Senior Agent with highways and roads experience.
Costain has been appointed as Delivery Integration Partner by National Highways (NH) for the delivery of the £240m improvement of the Simister Island M60/M62/M66 interchange (M60 Junction 18), north of Manchester. In this role, Costain will + overhaul the busy junction, involving complex traffic management, ensuring tens of thousands of vehicles continue moving safely while construction progresses.
Key Works
- A new free-flow ‘northern loop’ link road to enable drivers traveling M60 eastbound to reach M60 southbound without exiting the motorway via interchange roads.
- M66 mainline widening (southbound), alongside southbound slip road realignment, to accommodate construction of the northern loop.
- Widened connector road from M60 northbound to M60 westbound, replacing the existing single-lane with two lanes.
- Additional lane in each direction for M60 J18 (increasing from 4 to 5 lanes), while retaining hard shoulders.
- Upgrades to:
- Drainage
- Motorway lighting
- Traffic technology
- Signage
- Signalling

This role will be leading construction operations for a specialist discipline (either Roadworks or Technology), ensuring:
- Safe, quality-driven delivery on-time and within budget.
- Compliance with project design and highway specifications.
- Adherence to the Development Consent Order requirements for the scheme.
The successful Senior Agent will:
- Manage engineers and subcontractors.
- Collaborate with site supervisory team alongside multiple disciplines such as SHE, Stakeholder Engagement, Design/Engineering/Quality, and Commercial.
- Preference given to applicants with motorway experience and 5+ years in senior construction roles.
- For the Technology discipline, motorway communication systems experience is desirable.
Timelines
- 3–5 month mobilisation phase.
- Main construction begins June 2026, with work continuing for approximately 3 years.
- Post-construction engagement for handover into operations.
