Senior Agricultural Insurance and Rural Finance Expert
NTU International is preparing a proposal for the EU-funded project "EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030", which aims to support the Government of Uzbekistan in implementing a sustainable, market-oriented, inclusive, and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance to align with the Agri-Food Development Strategy 2020–2030.
This Technical Assistance will support reforms related to:
- Agricultural finance
- Rural financial systems
- Agricultural insurance mechanisms
- Risk management frameworks
The focus is on improving the resilience and sustainable development of Uzbekistan’s agri-food sector.
About the Role
NTU International seeks a Senior Agricultural Insurance and Rural Finance Expert to assist in the development of:
- Agricultural insurance systems
- Rural finance mechanisms
- Financial risk management initiatives
Relevant to the Uzbekistan AgriFood Development Strategy (2020–2030).

Provide technical assistance on:
- Agricultural risk management
- Crop insurance
- Livestock insurance
- Climate risk financing systems
Develop and advise on:
- Financial products for farmers, agribusinesses, and rural enterprises
- Agricultural credit systems
- Guarantee mechanisms & rural investment frameworks
Conduct analyses on:
- Agricultural finance
- Financial inclusion
- Insurance sustainability
- Risk-sharing mechanisms
Support the development of:
- Regulatory frameworks
- Operational procedures
- Institutional systems for insurance and rural finance
Prepare:
- Financial analyses
- Technical studies
- Policy recommendations
- Reform roadmaps
Collaborate with:
- Ministries, financial institutions, insurance providers, farmers’ organisations, and development partners
Deliver:
- Workshops and technical training on agricultural finance and insurance systems
- Capacity-building activities
Contribute to monitoring, reporting, and evaluation of agricultural finance and rural risk management.
Requirements
Education
- Master’s degree in:
- Agricultural economics
- Finance
- Insurance
- Rural development
- Economics, or a relevant field
Professional Experience
General
- Minimum 10 years in:
- Agricultural finance
- Rural finance
- Insurance systems
- Financial sector development
- Proven experience in agrarian or rural development projects in developing or transition economies
- Experience in international development cooperation & donor-funded programmes

- Minimum 7 years in:
