Senior Bid Manager – Infrastructure Division (STRABAG UK)

About the Role

As a Senior Bid Manager within STRABAG UK’s Infrastructure Division, you will play a pivotal role in securing major projects that shape the future of the UK’s energy, water, and civil engineering sectors. Leading complex, high-value bids from opportunity identification through to contract award, you will coordinate multidisciplinary teams to develop compelling, customer-focused proposals that showcase STRABAG’s technical excellence, innovation, and commitment to sustainable infrastructure delivery.

As part of the Precon team (estimating, planning, and proposals), you will collaborate with operational, technical, and other subject matter experts to deliver bids while ensuring compliance with company governance processes. Develop and manage resource plans and bid budgets, and oversee people and processes from initial market engagement, pre-qualification, and tender stages. The role will involve:

  • Programme and estimation reviews
  • Risk compilation
  • Client and external stakeholder liaison
  • Facilitating the development of winning strategies

Responsibilities

You will be responsible for:

  • Effective bid management, capable of leading tenders valued at £10m to £2Bn+
  • Ensuring a bid programme is in place, reviewing progress, and resolving issues
  • Reviewing pre-contract documents
  • Commercial and design liaison, working alongside design, estimating, and technical teams
  • Facilitating and presenting value engineering ideas throughout the process
  • Being fully conversant with all construction-related policies and directives (health & safety, CDM, etc.)
  • Identifying and planning bid resource requirements, ensuring bid team members are well-supported
  • Agreeing and maintaining a bid budget to manage bid costs and ensure value for money
  • Establishing and maintaining positive, effective relationships with internal/external stakeholders, customers, and supply chain partners
  • Leading and contributing to project coordination meetings
  • Working with technical and commercial teams to ensure compliance with governance requirements
  • Facilitating lessons learned and implementing best practice for continuous improvement

Qualifications & Experience

Required:

  • Degree / HND in Civil Engineering, Commercial Management, Quantity Surveying, Construction Management, Planning, or other related disciplines – or equivalent experience
  • Previous experience in managing bids within the civil engineering and construction sectors
  • Strong project management skills, including excellent time management
  • Good design and construction methodology, planning, and commercial awareness

Desirable:

  • Construction or civil engineering qualifications (e.g., CIOB, RICS, ICE, ICES)
  • Previous experience managing bids within energy, utilities, transport, tunnelling sectors (highly desirable)
  • Experience from bidding with external joint venture partners
