Job Description

Job Title: Senior Bid Manager

Reports to: Bid Management Operations Manager

Location: Hybrid or Remote, Subject to location - with UK Travel as Required, Full-time.

The Senior Bid Manager provides expert leadership of NEC's most strategically important opportunities, ensuring compliant, compelling, and winning submissions while driving continual improvement in bid quality, governance, and capability.

They are responsible for leading and delivering high-value, complex, and strategic bid opportunities from qualification through to submission. Acting as the senior authority for bid management activities, the role provides leadership across multifunctional bidding teams, ensures adherence to governance and quality standards, and drives the production of compelling, compliant, and customer-focused proposals that maximize win probability.

They work closely with Sales Leads, Bid Solution Owners, Bid Writers, SMEs, Commercial, Legal, and Executive stakeholders to deliver high-quality submissions while continuously improving bid performance, processes, and capability.

Key Responsibilities

Bid Leadership

  • Leads the end-to-end management of strategically significant, high-value, and complex opportunities.
  • Owns the bid management approach, governance model, review strategy, and submission plan, and chairs bid kick-offs, strategy workshops, review sessions, and progress meetings.

Bid Strategy and Win Planning

  • Facilitates win theme development and helps ensure customer requirements are translated into compelling response strategies.
  • Challenges and influences stakeholders to improve solution positioning, differentiation, and value proposition.
  • Ensures responses align with evaluation criteria, customer outcomes, and win strategies.

Governance and Quality Assurance

  • Ensures compliance with both customer procurement requirements and NEC governance processes.
  • Manages NEC’s multi-stage review cycle, including Executive level reviews.
  • Oversees quality assurance activities, ensuring submissions are compelling, compliant, concise, and consistent.
  • Maintains robust document, version, and change control throughout the bid lifecycle.

Stakeholder Management

  • Manages relationships with Subject Matter Experts, Sales Leads, Bid Solution Owners, Commercial, Legal, Delivery, and Executive stakeholders.
  • Provides leadership across virtual bid teams operating across multiple business units and geographies.

Leadership Responsibilities

  • Provides mentoring and coaching to Bid Managers and Bid Writers.
  • Leads by example in applying bid management best practice.
  • Supports the development of professional standards and future operating models.
  • Influences senior stakeholders and executive leadership teams.
  • Drives a culture of accountability, quality, and continuous improvement.

Qualifications

Knowledge, Skills, and Experience

Essential

  • Significant experience managing complex public sector and regulated industry bids.
  • Experience managing multiple concurrent opportunities and competing priorities.
  • Proven track record of leading successful strategic and high-value opportunities.
  • Strong understanding of public procurement regulations and competitive tendering processes.
  • Advanced bid planning, facilitation, and stakeholder management skills.
  • Ability to influence senior executives and operational leaders.
  • Exceptional written, verbal, and presentation skills.
  • Strong commercial awareness and risk management capability.

Desirable

  • APMP Practitioner or Professional certification.
  • Experience within software, technology, managed services, or public sector outsourcing environments.
  • Experience implementing bid management transformation initiatives.
  • Knowledge of AI-assisted bid development tools and content management systems.
